Looking to hire someone to help on my website. On page issues with subpages outranking homepage

Hello, I have a site that has been doing good for quite a while now. But lately I'm running into issues with on page seo. I have ranked well for long periods of time, but changes like adding content or moving stuff around has bumped me out of the rankings. I would prefer not to publicly disclose the site.
My main keyword I rank for is "word1 word2". I notice if I do a site: search for "word1 word2" homepage is #1, site search for just word1 it's #1 as well, but the word2 returns a category listing above the homepage. I noticed this happen right as I fell back from the rankings.
I am looking to hire an SEO profession to help me out with on page issues. I've come to admit that I just don't understand something about this and I need help from someone who has a lot of experience with this.
I was hoping to find recommendations by people here for a company I could hire for this. I would want to pay no more than $1,000. I hope that budget is high enough to get a skilled individual/company working with me.
I'm not sure where to search for online to get a skilled on page seo professional, so I thought a personal recommendation from someone here would possibly be able to help.

I've asked about this issue before, and got a decent response. But It didn't accurately identified my problem. Maybe I could ask again and see if I could get another person to respond.
I was just hoping to skip all the run around and pay a reputable company to tell me what's wrong and exactly how I can fix it.

Do feel free to ask a question in private Q&A. It's private, so it is not indexed, and not visible to anyone but SEOmoz staff and associates (who are all under NDAs) and yourself. You can name the sites in question, and get a bit more of a personalized response and some direction there in addition to what you're getting here in public.
You get one private question a month as a pro member, and this sounds like it could be a good reason to use that private question credit.

I would test the difficulty of each keyword, and get a sense of what your competition is doing for on-page SEO. Something people optimize more for one word than the other.
That being said, I would look for a person who specializes in on-page: Code, Content and Connectivity

Moving Some Content From Page A to Page B
Page A has written content, pictures, videos. The written content from Page A is being moved to Page B. When Google crawls the pages next time around will Page B receive the content credit? Will there not be any issues that this content originally belonged to Page A? Page A is not a page I want to rank for (just have great pictures and videos for users). Can I 301 redirect from Page A to B since the written content from A has been deleted or no need? Again, I intent to keep Page A live because good value for users to see pictures and videos.

Home page indexed but not ranking...interior pages with thin content outrank home page??
I have a Joomla site with a home page that I can't get to rank for anything beyond the company name @ Google - the site works fine @ Bing and Yahoo. The interior pages will rank all day long but the home page never shows up in the results. I have checked the page code out in every tool that I know about and have had no luck....by all account it should be good to go...any thoughts/comments/help would be greatly appreciated. Duplicate content issues with australian and us version of website
Good afternoon. I've tried searching for an answer to the following question but I believe my circumstance is a little different than what has been asked in the past. I currently run a Australian website targeted at a specific demographic (50-75) and we produce a LARGE number of articles on a wide variety of lifestyle segments. All of our focus up until now has been in Australia and our SEO and language is dedicated towards this. The next logical step in my mind is to launch a mirror website targeted at the US market. This website would be a simple mirror of a large number of articles (1000+) on subjects such as Food, Health, Travel, Money and Technology. Our current CMS has no problems in duplicating the specific items over and sharing everything, the problem is in the fact that we currently use a .com.au domain and the .com domain in unavailable and not for sale, which would mean we have to create a new name for the US targeted domain. The question is, how will mirroring this information, targeted towards US, affect us on Google and would we better off getting a large number of these articles 're-written' by a company on freelancer.com etc? Do you validate you websites?
Do you consider the guidelines from http://validator.w3.org/ when setting up a new website? As far as I know they don't influence rankings ... What is your opinion about that topix?
