How to select a quality site with SEOmoz root domain ranks for guest blogging?

Hi all!
I'm going to submit a few guest posts to several web sites. When I'm selecting a blog, to submit a post, I use SEOMoz root domain statistics ( specially DA).
I need to know what is the optimum rank level for select a good quality website to submit posts? Currently I use DA30 or higher sites. Is it a good?
Apart from that, what are the other criteria that I should check? Specially after the penguin 4 update?

Useless website; webmasters post cheap content to get a link.
No social engagement, ads everywhere... Even if the DA is 44, just forget this kind of website for guest posts.

If my mother landed on the site from Google, would she call me and complain about the crap that Google's indexing and why doesn't she get better results. That's one measure. Another would be is this site one you'd feel comfortable putting up on the projector in a meeting and saying that you got a link from them.

1/ You could also look the PageRank. If you are PR 3, focus PR 3+ websites.
2/ Most important is the website himself. Does it look spammy or does it have a real content? Is it an interesting website? Is there affiliate links, text link or casino ads ?
If a website is new but has only high quality posts, it does not matter if DA is under 30 and PR still 0.
3/ A natural linking profile means also links from "low" websites, not only from PR3+ by example, especially for a new website.

Often you can get a feel of the quality of a website from just looking at it.
Does it look professional? Would you be proud of hosting your content there?
Another thing to take into account is the user interaction that a website receives. A website may have a high DA but if the articles have no comments or social shares then it's unlikely the content is particularly credible. On the other hand, sites with lesser DA but interaction through comments and social shares is much more appealing to me.

Major site overhaul

SEO Moz analysing US site when I want it to analyse UK site
Hi there, I am trying to analyse the UK version of my website. However as the website is set to redirect people to the most relevant site and SEO Moz is based in the US, it is redirecting all the pages your crawling and therefore analysing US pages. So I am trying to look at the UK homepage but all the factors relate to the US site... Is there a way around this?? Thanks

How do we change our domain settings for a changed domain?
We have changed the primary domain for an existing campaign we are tracking with SEOMOZ. How do we update the NEW domain name for our campaign so that we can maintain the existing set of data? We just want to change the URL that SEOMOZ is crawling. We have already updated the Google Analytics settings, so they should be consistent with SEOMOZ once we get the URL updated with you.

In OSE "Followed Linking Root Domains" = "links from homepages"
In OSE's, "Followed Linking Root Domains" are defined as "The number of root domains that have at least one followed link to a page or domain." Does this mean that if one of my competitors has, let's say, 1000 followed linking root domains, they have a link pointing to them on the homepage of 1000 other sites? Thanks for your help!

Page and Domain Authority and other bits
Hi, I am in the process of finding blogs to have a few articles published with a couple of links in each. Articles will all be unique and relevant to the link I drop in and relevant in someway to the reader However I have a few questions. My site is a designer menswear site, so I have picked fashion and sports sites first and foremost to have the articles published. Now, I have a guy who owns about 30 different websites. 2 of them are sports based and about 10 are fashion based. Around $10-$15 an article. I have ran them all through the Open Site Explorer Tool and picked out the best ranked ones. Now my problem is, how do I know if its a good site to not only list an article on, but to pay for it as well. The sites page ranks are around the 30-45 range, the domains are around the 35-45 range. What is a good range to have? I know the higher the better but is 30-45 good enough to pay for? (I don't mind paying the $10 each (£7 my money) for each one) Also as he is quoted me in dollars, I assume there all USA based, so majority of users are USA based. Well I am UK based and only ship to the UK. Will this matter as much if I am trying to gain backlinks? Obviously a UK based site, would be ideal, but is it a case of getting more external links on the web for Google to find, as long as they are relevant to the user? Any help would be great. Why am I still Unranked in SEOmoz?
I was very active in SEOmoz's Q&A forums today and completed my profile - raising my Moz points from 0 to 50. On my profile, however, I am still listed as Unranked. Also, I do not appear on the SEOmoz Top Members List next to other users with 50 points. I'm guessing this is something that is updated once a day or so, and the rank will update tomorrow. Is my suspicion correct?

How accurate is Open Site Explorer?
I noticed for one of my sites, a large number of links do not show up in Open Site Explorer, including some of my stronger links. That being the case, how much weight can I put on using these tools to compare sites? I'm not trying to bash here, I really like the tools but if my PA is 29 and my competition is 34, how much weight can I put on these numbers? Or if it says my site has 50 links from 25 domains and my competition has 60 links from 30 domains, these numbers obviously aren't very accurate? So how much weight can I put on these comparisons? Are there better tools?
