Where to learn SEO practices, especially local

I am looking to learn SEO as I know how important it is. I have basic understandings, but I don't know where to start, or what to add. my website is viralextent.com and apparently I'm not so good at ranking. I want to rank locally for "web design". I understand that I couldn't touch the national market right now as I can't even seem to grasp the local. I know everyone's time is valuable so I'm not looking for a free assessment. Where should I go to learn what I need to do next and kind of guide me through the process of becoming #1 for local? I am obviously an SEOmoz PRO member, where should I start here, or should I be looking somewhere else? Any direction would be greatly appreciated. Thank you.

Read up on localseoguide.com and use getlisted.org. But first, do some research. Type in your terms, either by using implicit or explicit searches.
Example:
Implicit search = "web design" (and using the auto geo/IP detection from Google and settings on your page)
Explicit search = "web design san diego", "web design san diego, ca"If no local results are shown, still go thru getlisted.org - but you will focus more on SEO, or "hybrid" SEO, not pure Local SEO pack optimization.
Didn't see any local pack results for web design in san diego for example.
Local citations are important, for example (links). But, so are reviews and other factors. Learn about the local ranking and optimization factors from the annual survey reports: http://www.davidmihm.com/blog/ and what to focus on.

Perform a search for "web design." Do you see local search results or standard results? Google incorporates lo all search results for many queries, and the first place to start would be setting up a Google+ Local business page.

I would go through the guide on SEOmoz here http://www.seomoz.org/beginners-guide-to-seo I think you will find that if you are willing to put the effort most of your answers on SEOmoz.

What SEO Tools Do You Use?
Things changed a bit for me when Raven Stopped using google and SemRush data and I haven't exactly found a solution I'm happy with so Just wanted to use what people use alongside SEOMoz, or what they use instead of certain parts of SEOMoz. Before I was using Raven Tools, Screaming Frog SEO Crawler but currently I'm using Screaming Frog SEO Crawler, SEOMoz (trial), and SerpIQ (trial).

SEOmoz Keyword Ranking - Does it work for local search?
I was just wondering how SEOmoz calculates keyword rankings up and down every week. Shouldn't there be a way to have SEOmoz calculate rankings on a Local and Non-Local Basis? For example I have "Local Dentist" as a keyword in SEOmo for my dental client. Linkbuilding: Unlearning the learned?
Ok, I'm still only on my second day as a SEOMoz Pro member so I've obviously got a whole lot of learning still left to do. However, I still wanted to post up a question here that seems to have occurred time and time again today. The thing is when I've been link building in the past, I've been looking for high PR pages with not many OBL. Having watched a few of the seminars and played around with OpenSiteExplorer though, it seems that I might have got my priorities wrong. OSE for example seems to only look at the strength of the domain and the page within that domain ... and I'm assuming that OBL aren't too important in calculating a page's strength given that a lot of the links I see my competitors have built up are technically stronger despite being on a page with around 12 or 15 other links. So I guess my question is, should I be ignoring PR rankings and numbers of links on a page and throwing my trust totally behind OSE? Are they really no longer that important? What's your SEO sweet spot for monthly keyword search volume*? At what volume do you actually expect to see traffic? (I know this depends heavily on competition for said keywords).
