Which link building method is most effective?

I have been looking at different seo companies for link building. I found a ranked list on Topseos.com. Many of them offer the same services as offshore SEOs, namely:

Article marketing

blog comments

forum comments/profiles

bookmarking

PR
-
directories
-
Link acquisition by contacting relevants sites and negotiating a fee for a link
I know that custom link acquisition is the most effective, but it gets very expensive. And, you don't know what each link is going to cost you.
Here are my questions:

Of the other methods (other thank custom link acquisition), how would you rank their effectiveness?

The other methods seem kinda gimmicky, is it worth the time/money?

Have you seen sites rank well for competitve keywords using articles/bookmarking/blog comments/directories etc?

How do you know i a company is going to them manually as they claim? as opposed to using some automated software.

You may want to look at companies other than just those listed on Topseos, or at least search this forum and the internet for commentary about the companies that are on that list and how they get there. It's not necessarily a representative sample of what SEO companies have to offer, so you may want to broaden your search to see what other types of companies offer.

We have good content, but we don't have the resources as some of our larger competitors. Also, I have looked at some of the top ranking sites for some of the keywords we are targeting. I see sites that do well with the articles/bookmarks/directories etc. They seem like really crappy links, but they seem to work.
Either that or there is something else I am not seeing.

I would agree on guestblogging, great content and PR in a good mix. If you do that well links will keep rolling in by the time you get good positions in the SERP.
Look at you competition, what do they do? Are your content better then theirs? Or could you present it better?
It's pretty simple to get links as long as your content, brand, presentation is the best out there.

The majority of these tactics are outdated link building methods that will only get your site penalized or do nothing while wasting your money. After Panda, article marketing sites are dead. Blog and forum comments are typically nofollow so they will do little for your rankings. PR (I'm assuming your talking about press releases) can be done easy enough on your own through sites like PR Web, but they are not always that effective in gaining links unless you have a catchy release that others will want to write about. Directories are useful if you choose the right ones. I rarely use more than a few high quality/respected directories. So to answer your questions here I go:

Outreach (I can't endorse paid links though) and quality directories would be the best methods mentioned. Like I said, there are only a handful of directories I would recommend and you'll probably get the complete opposite with a company promoting this option (meaning you'll be added to hundreds of spam directories that may penalize your site).2) The other methods seem kinda gimmicky, is it worth the time/money? Most of the options you mentioned are gimmicky and a waste of money. You should instead focus on guest posting, outreach, and other methods that take hard work but produce more results.
3) Have you seen sites rank well for competitve keywords using articles/bookmarking/blog comments/directories etc?
I have seen sites rank well that have these, but there are typically a number of other factors earning them those ranks.4) How do you know i a company is going to them manually as they claim? as opposed to using some automated software. This would have to be judged on a case by case basis from talking with the company. See if they'll share some of their other work, testimonials, results, etc.

Is Back Link Building still Good Practice
Since all the updates from Google I'm unsure as to whether I should be pursuing good quality back links and how many per month?for my website www.polesandblinds.com . Link building - am I too cautious?
The only backlink building I am doing is guest blogging as it seems most other methods have potential to harm rankings in the post panda/penguin era. As mentioned in another post I'm trying to get a strategy for social media that works as I believe social likes/shares are important. What other link building methods can I use that are totally safe? Is it okay to 'buy' a link on botw r examleas theyre editorally reviewed? I'm asking myself 2 questions when acquiring limks. 1. Would I want this link if google didn't exist and 2. Will it bring me relevant traffic. I'm almost scared of link building in case google punishes me. Are there any legitimate methods I'm missing?

Effects of link bait page
Hi Mozzers! I'm thinking about putting a page with some interesting comedy content on my site as link bait and had a few questions on how i should go about it. 1. Should I link to this page from my home page or would it be better to build outside links to it and then funnel all the page rank to the pages on my site that i want ranking higher? I've been told that page rank is a tiny factor in ranking in the serps so is it worth doing if the only reason i'm building it is to funnel page rank to my important pages? The link bait page content will be on the same subject as my entire site so it will definitely help google associate my site with my product from the incoming links. 2. if a web page on my site receives links does it help other pages on my site to rank higher or just the page with the incoming links? One time i had a flurry of links pop up to my home page and it seemed like all my pages started ranking higher, but it might just have been coincidence? Any thoughts? 3. What's a good way to get my page seen by the masses to draw links? I thought about buying some stumbles on Stumbleupon to get it seen quickly but are there more or better ways to do this? Stop Building Links During Reconsideration Request?
We had a message in webmaster tools to say our site had 'unnatural links' pointing towards it. I investigated and found a number of sites where we had uploaded articles, containing links, had been de-indexed. As such we have suffered a few drops in rankings. I have submitted a reconsideration request and I'd like to get on with recovering any lost ground. However, I am wondering whether it's best to cease any link building activity whilst the reconsideration request is processed. Please do let me know your thoughts and experiences on continuing to build links after submitting a reconsideration request.

Clarification needed regarding link building
We are working on a SEO project for a client with a bilingual site. We have already started with the link building task for the English domain. However, for the Arabic domain the URLs for the inner pages are not yet finalized and it would take around 2 months to do so. I would like to know whether we could start with link building for the main Arabic domain although the inner pages URLs are not yet finalized?
