Too many internal links to a particular page?

I have read all the data regarding the number of links per page, but my question has to do with the number of internal links to a particular page.
After looking at some of the competition inside Open Site Explorer I can see that the competitor in question has a much smaller number of links going to the desired page then the site I am comparing. The competitor is outranking a page that should be ranking higher due to higher page authority and external root domain links.
Internal Links to Page: 9,950
Competitor Page Internal LInks: 208
Is this a situation where the sheer number of internal links is discounted because of page rank distribution throughout the site?
Just want to get some clarity here. Thank you for your responses.

Another explanation might be that there are some session ID parameters that are being indexed and totally inflating the internal links to page metric. If you have an ecommerce site or something that is adding session IDs, you could have a huge number of links to the page that are in truth the same link, and Google is recognizing this. Have you looked at the details of those internal links?

TraxNYC I don't think you understand my question. I am not referring to the number of links on page, I am referring to the number of links directed at a specific page.

Google recommend to keep this number under 100, but it's all depends on authority of your page for google to decide what to crawl, how often and how much.

On our pages we are having icons that link to different pages. In order to make it more user friendly we are also having some anchor text that also link to the same page as the icon. Footer Links And Link Juice
I'm starting to learn about link juice and notice in GWMT > Traffic > Internal Links, that the list is in this order by the links counted on each page. Some are in the footer and some are in the header, with some being more important than others commercially i.e. /register /privacy /terms /search /sitemap /disclaimer /blog /register So I am wondering if I should add a 'no-follow' attribute to the footer links i.e. privacy, terms, disclaimer and leave the others as they are? Does this help retain link juice on each page where the links appear? Or am I missing the point all together? This is my website: http://goo.gl/CN0e5

Would you delete the links page ?
I have noticed that more and more of my competitors are removing the links page from their sites. Either that or they are hiding them. I suppose it makes sense because all the links on my page http://www.kerryblu.co.uk/links-7-w.asp are just links to sites that are linking to me. Supposedly there is no worth in this but I'm just worried that I will lose a lot of links if I delete this page and this may effect my currently crappy rankings for the worse. What do you think? Keep the links page or delete it ?

Are Links/Resources pages considered spam?
I'm dabbling with link building in a non link-happy industry, traffic safety (IE Traffic cones, barricades, safety vests, etc...). We currently are doing #RCS in terms of giveaways for college students as well as discounts in a wider EDU Outreach campaign as well as legitimate guest posting. I have started to use Link Prospector, and got a list of links/resources pages that we can get info from. I found some great links through here, including ways to get links from higher-profile .gov domains, but was wondering if it is worth it to go after the high(er) quality links/resources pages. By higher quality, I usually set a floor of a DA 25-30 and have a limited amount of external links per page. These would be for branded keywords (IE the company name/domain) and not exact match anchor text. I'd really like to see how other SEOs feel about this. JavaScript is crawled by search engines, isn’t it? Does it mean that links embedded in JavaScript pass link juice?
I wonder If links embedded in JavaScript from an external Website pass link juice to the linked page and thus have a positive effect on google rankings. I read that JavaScipt is craweld. Does it mean that also the link juice is passed? I'm looking forward to your answers.

Link value personal pages on .edu
Many .edu colleges and universities provide students and alum a free hosting service. Here's an example: http://homepages.cae.wisc.edu/~dwilson/homepage.shtml According to SEOmoz bar, the PA=53 and DA=94. What is the banklink value from a page like this? Surely this is not the same as a backlink from www.wisc.edu, is it? Best,
