Changing the page a term ranks for

Hi all,
I hope you can help advise me of the best way to change the page that is ranking for a particular keyword/term. Is it just a case of on-page optimizing the term/keyword on the new-page and getting good links/traffic to that page and leaving the old one as it is, or is some sort of "de-optimization" of the old page a something that could help?

Will the old page become defunct?
If the old page will no longer be active you can set up a 301 redirect to the new page. This will only be worthwhile if it is similar (in terms of relevancy) to the old page. This will take all (about 90-95%) the good links from the old page and put it into the new page.
After that, you will just need to some on-page optimisation and continue to link build!

When do Panda ranking factors apply when Google deindexes a page
Here is 2 scenarios Scenario 1 Lets say I have a site with a ton of pages (100,000+) that all have off site duplicate content. And lets say that those pages do not contain any rel="noindex" tags on them. Google then decides to de-index all those pages because of the duplicate content issue and slaps me with a Panda penalty. Since all those pages are no longer indexed by Google does the Panda Penalty still apply even though all those pages have been deindexed? Scenario 2 I add a rel="noindex" to all those 100,000+ off site duplicate content pages. Since Google sees that I have decided to not index them does the Panda penalty come off? What I am getting at is that I have realized that I have a ton of pages with off site duplicate content, even though those pages are already not indexed by Google does me by simply adding the rel="noindex" tag to them tell Google that I am trying to get rid of duplicate content and they lift the Panda penalty? The pages are useful to my users so I need them to stay. Since in both scenarios the pages are not indexed anyways, will Google acknowledge the difference in that I am removing them myself and lift the panda ban? Hope this makes sense

Is it better to have an hreflang go to the home page in a different language if there's no corresponding page
If I have some pages in English, but not in Spanish on my website: Should my hreflang go to the home page on the Spanish site? Or should I not have an "es-MX" hreflang for that page? Ideally I would have all the pages translated, but this has not all been done yet.

On Page Optmisation for Newbie
Hi All, Literally just signed up - and thought I might be able to dive straight into my pages using the On Site Optimiser to check page, make some changes, then check again and see it have immediate effect on the analysis. I am optimizing my webpages according to suggestions from the On Page Report Card. Should I have more than one keyword for a page or should I make separate pages for each keyword even when they are similar? Will Google penalize me for making similar pages? Imagine selling, bargain milk chocolate peanut clusters. Keywords examples could be: Bargain chocolate Bargain milk chocolate Bargain milk chocolate peanut clusters Bargain chocolate peanut clusters Chocolate peanut cluster bargains Milk chocolate peanut cluster bargains Etc.
