Why home page ranks higher than keyword-optimized page

We have a page that is optimized for the keyword "job scheduling". A search on the keyword "job scheduling" results in this page not ranking at all, while our home page (uc4.com) ranks third. Could you provide some ideas/suggestions as to why this would be the case and how to make our job scheduling page rank higher?

Your home page has both domain and page authority and has thousands of links to it.
The job scheduling page doesn't have any page authority and has no links to it as far as I can tell.
The job scheduling page has a URL of www.uc4.com/what-we-do/business-automation/job-scheduling.html where www.uc4.com/job-scheduling.html or www.uc4.com/products/job-scheduling.html would be more search engine friendly.
Just to let you know it took the homepage 150 seconds and the job scheduling page 180 seconds to load up. Please note that is seconds not milliseconds and even then the site didn't load up properly.

If you have links incoming to your home page with "job scheduling" in the anchor text, Google will see that page as more authoritative and relevant than a page on your site without any links to it. If you can build links with "job scheduling" in the anchor text to the optimized page not ranking, you'll have a better shot at it ranking ahead of your home page in the future.

On Page Optimization, F on all keywords?
On our website we have all F's even though we have the targeted keyword in the title, url, meta desc, h1, body and some of the img alt's. They still show zero uses of the keyword. Removing old URLs that are being used for my on page optimization?
Is there a way to remove old URL's that are still being used for my keywords for my on page optimization? They are giving me grades of F since they no longer exist and if I change the URL to the current one, the grade becomes an A, but they are still showing after the new crawl.

How much the Page Rank matters in SEO?
I have my own blog which is 6 Month old with Page Rank 1, and my fiends has a blog with page rank 2 which is 6 Months Old domain as my. I used to work hard on content and Link Building. Following every webmaster guideline spending 3 to 4 Hours on my blog, but my friends website is just crazy, 3 Website links to it with no PR, no Facebook, no twitter shares and nothing. I want to Know How my friend website has High PR than me, Does Page Rank Really matters in SEO or my friend is performing some black hat magic on his website. Best answer will be appreciated thanks

What is the recommended practice for badges and seals on the home page.
What is the recommended practice for badges and seals on the home page. They are currently at the bottom of my nav. menu and thus appear on every page. i have them nofollowed but does that still consume page rank. Is it best to get them on to the footer lower on the page or to perhaps not to have them on the home page and place them deeper on the site.

City targeting on home page
Client has a site that ranks well for "Town_A_KW", "Town_B_KW" and "Town_C_KW". The home page is the page that's ranking. These towns are part of the larger metro area for Portland. They want to start ranking for "Portland_KW" and normally, I'd recommend optimizing the home page for this phrase, and better optimizing the sub-pages for town A, B and C KW's. The client is understandably nervous about messing with re-targeting the home page since it already ranks well. Is it best to: Add "Portland_KW" to home page meta titles, content, etc. to try and rank for that phrase? (so home page would be optimized for Town A, B and C KW's + Portland_KW). Re-target home page for "Portland_KW" only, and better optimize sub-pages for town A, B and C? Leave home page as is, and create a "Portland KW" sub-page? (client's original idea). Thanks in advance for your insights!

Canonical tag for home page
This question was asked before but I didn't see a clear answer to it. If I've got a site that has as it's home page: http://www.mysite.com/, and there are many references within the site back to the home page that point to /index.php, should I include a canonical tag in the index.php page like this: to avoid a duplicate content issue, and to have all juice from both links combined into one?
