Adding to intl versions of Google?

I ran the SEOmoz Competitive Link Finder tool for my URL and 5 of my competitors. The #1 result (where 3 of my competitors are listed but I'm not) is google.com.sg. Here's the URL where they are listed:
http://www.google.com.sg/alpha/Top/Business/Investing/Derivatives/Options/Research_and_Analysis/
All 5 of us are US-based companies. Why would 3 of them be listed in the Singapore version of Google but not me? Is it common practice to add your URL to all local versions of Google, or should submission to the main google.com be enough?

Well, I'm listed in DMOZ along with my competitors. Why would google.com.sg show a different set of DMOZ listings? Maybe this is just random, or perhaps nothing I can do about it. I was merely trying to get the same (relevant) links my competitors had and was wondering if there's anything I can do to affect google.com.sg's showing them but not me...

That's the Google directory, not Google Web Search. I think Google directory still pulls their listings from DMOZ.

Unnatural link Manual Penalty by Google
Hi, Our product Quiz Maker help users to create quizzes and can share, embed etc. We have a link in our embed code which was DoFollow and we've got many doFollow links from the websites on which our quizzes got shared but these links are too old like 2009, 2012 etc. After that, to complying with Google policies, we've changed the dofollow link to nofollow in embed code. Here are two scenarios: 1.) We've too many dofollow links which are too old and we don't have control over it as these are the natural links, given by our users before we changed the embed code link. 2.) Now, we are getting nofollow links from the widget as the embed code consists of nofollow link. Our embed code is editable and user can change it to dofollow or nofollow as per their requirement. Moreover, some people shared quizzes on their website (without using embed code) with dofollow link. But, now, google is taking manual action penalty against us. Value no follow links from Google Content Network
Is there a value of using Google Content Network to add no follow links to the general linkscape of a website? I notice a lot of competion higher than me on SERPs for specific keywords have these links from website with high DA. We have tested the value of having Adsense adds, but they do not convert the traffic. We might consider using them for the purposes of ranking higher on SERPs though, and would appreciate any experinces with this.

Link Building Management Tool That Syncs Sweetly With Google Analytics
Hi, I would like a link building management tool that syncs with Google Analytics, so that I can Easily see traffic referrals from link acquired sites Easily see traffic from keywords that were anchored in the link acquisition Browny points for the tool to be a CRM as well. Raven Tools cant do this. Does anyone know of a tool? Or do I keep building custom reports in Google Analytics! Thanks.

Is there a cost per acuqistion figure I can quote that if I hire an agency to link build that we can guarantee a level of increased traffic from Google?
I am looking to justify to a pubilsher the cost outlay to hire an agency to do white hat link building for me as we do not have time. (the site is fully optimised but we lack the inbound links our competitors have) - is there a way I can explain in terms of numbers ie page impressions that if we build for eg 10k high quality anchor text links into our site we will get x thousand more page impressions as our rankings in the search engines will increase? Just need a justification before the budget is allocated.
