Privacy page ranking above home page in serps

I'm using OSE to try and get some clues as to why my privacy page would rank higher than my home page. Could anyone help me figure out which metrics to review to rectify the issue?
My key word is: Mardi Gras Parade Tickets
The url that is ranking is <cite>www.mardigrasparadetickets.com/pages/privacy</cite>
I'm happy to be ranking in the top 3 for the keyword, but I'd rather hoped it wouldn't be my privacy page.

I think you need to diagnose the why before you start doing things like 301-redirecting. This could be just a matter of keyword competition or it could signal a serious problem with your home-page. For a privacy page to outrank your home page isn't a good sign, on the surface.
So, first things first - the home-page seems to be indexed. That's a good thing.
As @Cardigan said, you are using the phrase "Mardi Gras Parade Tickets" in every TITLE tag. I don't think that's the full problem, but it can certainly send mixed signals. Even though that's your brand, I wouldn't trail every TITLE with it - it just makes your tags too long and removes a lot of there uniqueness, IMO.
If I search the exact phrase "Mardi Gras Parade Tickets" in Google, you've got 4 pages ranking in the Top 10, none of which are your home page. That's definitely odd. It suggests that your site as a while is doing fine, but that your home-page may be selectively filtered or penalized for that phrase. This could be the repetition, but the impact isn't usually so extreme. It could be a long profile or anchor text issue.
You also don't rank for the exact title phrase "Mardi Gras Parade Tickets 2013", which is starting to look more like a penalty situation or severe technical problem (like malware, as @Deb mentioned). You can check for malware in Google Webmaster Tools, and I'd also check to see if Google can fetch the page properly.
You don't have a ton of links, so I'm not spotting any particularly bad ones. I also don't see you abusing exact-match anchor text much. Unless you've aggressively built links recently that aren't showing up in our system, my gut reaction is that Google thinks there's something wrong with the home-page.
Sorry, I see a and probably the problem. Your domain is almost an exact duplicate of:
http://www.neworleansparadetickets.com/
...including the copy. I think Google is aggressively filtering out your domain. If you're trying to target the same content with different EMDs, you're going to need to make it more unique. Otherwise, the tactic is going to backfire on you.

Yes, to the above. Fill out your home page with more content and do something about your title tags. Presently the title tag for every page on the site is "Mardi Gras Parade Tickets 2013."

If I 301 redirect, should I canonical the privacy page to my home page too?
And regarding your second suggestion, should I add more text to my home page so that the text/html ratio on my home page reflects or is better than my privacy page?

What I would suggest to you is to make the 301 redirect from this page to home page. Then create another Privacy Page with slightly different URL. I believe this page has been ranked high because it has more text and better optimised than any other relevant page on your website. Second maybe someone has posted some external links to this page.
Another option can be cross linking. Try to make keyword "Mardi Gras Parade Tickets" as a link pointing to your home page.

URL in SERP: Google's stand

How long for google to de-index old pages on my site?
I launched my redesigned website 4 days ago. I submitted a new site map, as well as submitted it to index in search console (google webmasters). I see that when I google my site, My new open graph settings are coming up correct. Still, a lot of my old site pages are definitely still indexed within google. How long will it take for google to drop off or "de-index" my old pages? Due to the way I restructured my website, a lot of the items are no longer available on my site. This is on purpose. I'm a graphic designer, and with the new change, I removed many old portfolio items, as well as any references to web design since I will no longer offering that service. My site is the following:

Http vs Https Related Rankings Drop?
I've noticed in a number of keyword ranking tools (Moz included) that our rankings have dropped substantially for a number of our top performing keywords precisely 7 days back. When you view the attached screenshot you'll see there was a drastic drop in the overall organic impressions as well as a drop in keyword rankings. I also noticed that all the keywords which have dropped in rank now show with the https version of our home page url. I've read up on this and it believe that this should not cause a drop in rankings but we have even added https as a domain in webmaster tools with no improvement. Quite simply, has Google de-indexed our http home page url which was previously tied to our higher rankings for our core keywords? How can we get this back without "disavowing" our https version of the site. We're not doing anything to game search results so I dont think we're being penalized, simply there is some sort technical glitch taking place between recognizing HTTP vs HTTPS versions of our site. Our home page is goo.gl/qVPRwf and an example keyword is "wedding ring sets his and hers" Can anyone recommend further debugging steps or have an understanding of what can be done at this point? Not necessary to have keywords in the page? Do you agree?
I am being told by my SEO consultants that: "According to present Google algorithm it is not necessary to have keywords in the page. What is more required is the content is relevant to the page and whether visitors will stay on that page or not. If visitors stay for a longer time in your site it add bonus to the ranking of the site. So I think it is not necessary to add key phrases in the content." Do you agree?

Advice on breaking page 3 SERP?
I've worked extremely hard re-ranking for the key word "kayak fishing" after our site migration and panda/penguin our site www.yakangler.com was lost in the doldrums. I couldn't find us on any of the results page 1 thru page 64. The good news is we have managed to make it to page 3 for the past month but I feel like we have hit a wall. I can't seem to get any more moment in my SERP for "kayak fishing" Google US. Anyone have any recommendations on what I should do to move us up more? Severe ranking loss in a week
Hi all, I rank for around 40 keyword in the first and second pages in google.com.qa, this week im not even in the first 5 for all keywords on that search engine only. Adding to that also any keyword contains qatar on this campaign or my other website also lost position not less than 20! Normally i lose and gain 1 to 3 postions a week but this week it was scary. FB Like and G+ on page transferred ?
Hi , As we all know that social signals like FB Like and G+ give a boost to the search engine rankings. I have several pages we have garnerd 100s of FB likes with a 10s of G+ . Now i want to reorganize my site to so that the contents of the blog would be having a different URL . So i have planned for 301 redirections for the older content to the newer ones. But does the FB Like and G+ also move along with the 301 redirection ? If not whats is the best way to handle this... Warm Rgds Avinash MB
