How long does it take for spam link building to take effect?

I saw a recent surge of a low quality website to the top of SERPS, and looking at the link profile is almost 5,000 newly acquired linking RD's, with a total of over 49,000 links. I looked at a bunch of the links and they are super spammy (foreign language, way unrelated and out of context, spam sites with garbage content, pages of paid links to the websites subpages, etc).
My question is, how long does it take for Google to recognize this and penalize this shady site?

_Valid question as it seems. But there is no straight forward answer. If you ask any Google representative about this, he/she would suggest you flag the website. However, I have personally tried this but what it appeared to me that it never worked. It is a vicious circle. Google releases algo change > sites get panelized > webmasters find loophole > spam sites start gaining on ranking. _

As far as I'm aware there's no set period for penalisations to take effect on sites that engage in shady practices. If they've gone OTT as you mention then it'll usually take the next Panda/Penguin to knock them off the top spot.
If you take a look at the results for a search like "payday loans" or "short term loans" it gives you a perspective on how efficiently Google is handling new domains with thousands of new backlinks.
You could attempt to submit a spam report but by the time it gets sorted they'll probably have a new domain ready to go.

Negative SEO & How long does it take for Google to disavow
Following on from a previous problem of this sweetandsavorymeals completely dropping from index, we have discovered that 150+ spam, porn domains have been directed at our pages (sometime in the last 3-4 months, don't have an exact date). Spam links - what would you do?
Hello, A few months back our website was hacked which we noticed quickly and got fixed. However, there still is a lot of dodgy backlinks, linking to the spam pages. They come up in Webmaster Tools, Moz and SEM rush. According to the Moz Spam tool, a few of them have been given 7 flags which Moz suggests gives a 30% chance of being penalised by Google. The website has great rankings (position 1-3 in most targeted keywords) so I am scared of doing something that will harm the rankings, however I also aware that Google may do an update which could take these spam links into account. I have no experience of using the disavow tool but from reading up about it, it should only be used as a last resort. So my question is - what would you do?

Hi, I am looking for information on how to develop a link building strategy... I am wondering if its a good to go through a list of directory sites ( which I do not currently have)... Does anyone have a list? Do people set targets for the amount of links they wish to get?.

Are Links/Resources pages considered spam?
I'm dabbling with link building in a non link-happy industry, traffic safety (IE Traffic cones, barricades, safety vests, etc...). We currently are doing #RCS in terms of giveaways for college students as well as discounts in a wider EDU Outreach campaign as well as legitimate guest posting. I have started to use Link Prospector, and got a list of links/resources pages that we can get info from. I found some great links through here, including ways to get links from higher-profile .gov domains, but was wondering if it is worth it to go after the high(er) quality links/resources pages. By higher quality, I usually set a floor of a DA 25-30 and have a limited amount of external links per page. These would be for branded keywords (IE the company name/domain) and not exact match anchor text. I'd really like to see how other SEOs feel about this. How long should does it take before I see SEO results?
I am thinking about launching a website connected to Christmas - which gives me less then 2 months to develop and begin ranking for the site. Is this too short a timeframe and I should put off this plan until next year or can I actually begin ranking for low competitive keywords within my timeframe.
