Link Removal and Disavow - Is Page Rank a sign directory is okay with Google

Hi,
Currently cleaning up a clients link profile in preparation for disavow file and I have reached the stage where I am undecided on some directories as I don't want to remove all links.
Is Page Rank an indication that Google is okay with a particular directory? For example the following domain is questionable, but has a PR of 3. Do I need to consider scrapping all such links in anticipation of future updates?

I'd also add, if it's providing (relevant) direct traffic then you might want to keep it too. It can be a good indicator of niche directories that benefit your business...

On the one hand, I think every site has some number of questionable links pointing to them, so disavowing all questionable shouldn't be a primary goal. On the other hands, if it's a free directory and not really human edited, I'd ditch it. If it's a free directory and it's niche and it's well edited, I'd keep it. If its a paid directory and it's "reviewed" I'd think about keeping it. If it's a paid and well edited, I'd keep it.

Drastic surge of link spam in Webmaster Tools' Link Profile
Hello all I am trying to get some insights/advice on a recent as well as drastic increase in link spam within my Webmaster Tools' Link Profile. Before I get into more detail, I would like to point out, that I did find some relevant MOZ community posts addressing this type of issue. However, my link spam situation may have to be approached from a different angle, as it concerns two sites at the same time and somewhat in the same way. Basically, starting in July 2017, from one day to the other, a multitude of domains (50+) is generating link spam (at least 200 links a month and counting) and to cut a long story short, I believe the sites are hacked. This is because most of the domain names sound legit and load the homepage, but all the sub-pages linking to my site contain "adult" gibberish. In addition, it is interesting to see, that each sub-page follows the same pattern, scraping content from my homepage including the on-page links - that generate the spammy backlinks to my sites - while inserting the adult gibberish in between (basically it's all just text and looks like as if a bot is at work). Therefore, it's not like my link is being inserted "specifically" into pages or to spam me with the same anchor text over and over. So, I am not sure what kind of link spam this really is (or the purpose of it). Some more background information: As mentioned above, this link spam (attack?) is affecting two of my sites and it started off pretty much simultaneously (in addition, the sites focus on a competitive niche). The interesting detail is, that one site suffered a manual penalty years ago, which has been lifted (a disavowal file exists and no further link building campaigns have been undertaken after the cleanup), while the other site has never seen any link building efforts - it is clean, yet the same type of spam is flooding that websites' link profile too. In the webmaster forums the overall opinion is, that Google ignores web spam. All well. However, I am still concerned, that the dozens of spammy links pointing to the website "with a history" may pose a risk (more spam on a daily basis on both sites though). At the same time I wonder, why the other "clean" site is facing the same issue. The clean sites' rankings do not appear to be impacted, while the other website has seen some drops, but I am still observing the situation. Therefore, should I be concerned for both sites or even start an endless disavowal campaign on the site with a history? PS: This MOZ article appears to advice so: https://moz.com/blog/do-we-still-need-to-disavow-penguin "In most cases, sites that have a history of collecting unnatural links tend to continue to collect them. If this is the case for you, then it’s best to disavow those on a regular basis (either monthly or quarterly) so that you can avoid getting another manual action." What is your opinion? Low quality links
Hi I have found a lot of links from a majestic report (not found on moz open site explorer). inwhich I have found lots of links from 2010 and possibly earlier which either I can't get hold of the webmaster. Is a disavow the right way to go if I can't get them removed myself? Also I have noticed that there are a lot of free directories listing new pages from our site and I am concerned Google are going to find these. I surpose there is nothing I can do about this, does anyone have any recommendations.

Obscene anchor text linking to non-existent pages on my site
My website seems to be rapidly accumulating links from what seem to be reputable websites and which are going to non-existent pages on my website. The anchor text of many of these links is obscene. Here is the URL of one of the pages that is linking to me. I contacted the originating site a couple of weeks ago and they are looking into it but I've not heard back. I'm guessing the originating sites have been hacked. Should I be concerned? Google +1s Quality Factors?
It is apparent that Google +1s are becoming an increasingly large factor in results pages and I had a few questions about some of the dynamics. Do +1s take into account factors such as c-blocks, location diversity based on IP, and similar elements? To what degree? Do +1s from well-diversified and historically more active/authoritative G+ accounts carry more weight than someone who simply has a G+ account because they use Gmail and were prompted? What is the spectrum here? How much weight would a +1 from Rand Fishkin hold in contrast to an account created one year ago with little activity? I know Google has a great deal of user data from Gmail, YouTube, Calendar, Docs, search history and many more so would imagine this plays a role. Do +1s from newly created accounts that only target one business or niche cause damage? I am assuming that +1s should accumulate naturally just as backlinks so if what would be considered an unnatural amount of +1s in what time period? Any insights here are greatly appreciated!

Are Directories Still of Any Value?
I know directories are an out-dated way to gain backlinks but the more I look into competitors that rank high link porfolio - many of thier top links come from paid directories. Granted, these can be old links but they still maintain highest authority, etc. Do you guys find directories still valuable as a linking building strategy?

Google Preferred Agency???
I just stumbled upon an SEO company's website that says they are a 'Google Preferred Agency'. This isn't just a line of copy on the site, it's featured prominently on the site, and they use the Google logo as well. I've never heard of a 'Google Preferred Agency'. One would think that even if there was such a thing, that it would involve a link back to a profile page on Google like they do with AdWords/Analytics partners... Am I missing something, or is this company doing something a little shady? I don't want to toss the name of the company out there because I don't want to publicly bash them.

How does Google rank a websites search queries
Hello, I can't seem to find an answer anywhere. I was wondering how a websites search query keyword string url can rank above other page results that have stronger backlinks. The domain is usually strong, but that url with the .php?search=keyword just seems like it doesn't fit in. How does Google index those search string pages? Is it based off of traffic alone to that url? Because those urls typically don't have backlinks, right? Has anyone tried to rank their websites search query urls ever?
