Links from PA/DA of 1

My immediate thought is that a link from a website that has a PA/DA of 1 for both or either metric would be absolutely worthless, but I just wanted to make sure.
Could this also be from it being recently indexed?
Also is there a rule of thumb that anybody knows, or tries to follow at least? Obliviously the higher the better, but for example;
- A PA/DA of 15 and below is SPAM
- A PA/DA of 30 and above is GOOD
- A PA/DA of 50 is GREAT
- PA/DA of 80 is AMAZING
- PA/DA of 100 is GODTIER

That still has value. Think Wiki. I bet they have a gazillion links from sites with no DA and pages on those sites with no PA. (1 is lowest so no value theoretically). The fact people are linking says, there must be something here.
You are confusing fighting link manipulation with what links are intended to do. When I answer a question on Moz and link to a specific piece of knowledge, there is typically a nofollow which would mean the link is less than 1 in value. But, it is not lacking value. The fact someone is citing a piece of content has intrinsic value.Also, there is not black and white in SEO. Everything has uses and misuses.
Frankly, I do SEO and I don't wear hats.

I think you are looking at this in a way that is less than helpful for you. I can show you a ton of PA/DA links that are less than 16 on both and are absolutely not spam. They are also useful links. If you put up a page and over the course of a month, you start to get links and they are from sites that have PA/DA of lower values and the number linking to you increases by doubling every two days, I am guessing you will rise fairly quickly in the rankings for most verticals. Why?
Because your link velocity is increasing but it is not that today you had two links and tomorrow you had 1000. It is happening over time the same way it does when a news article is shared or a video goes viral. There is a gradual uptake that begins to crescendo. Not Unnatural.
Links are not placed for the purpose of sharing "juice." Links provide a mechanism to give additional information(value) to a written piece of content. On an eCommerce site you may have a link from a product description on Amazon to a detailed one on the producer site. On a site that is explaining why Led Zeppelin is one of the greatest rock groups in history, you might have a link to Wikipedia. That does not mean if you are Wikipedia the link is bad. That is precisely how Wiki became the greatest knowledge resource in history (at least the history we know of).

Backlink Tool Finding Links That Aren't Visible
I'm using a variety of backlink toolsl; OSE, SEM Rush, Link Research Tools and Google Webmaster Tools. On some occasions the tools are telling me there is a link to my site on a certain page, however when I open that page I can't see any mention of my company. I have run all these reports today, so I think it is unlikely that Google is using old data. Does anyone know why this happens and if I should still be concerned about links that I cannot see but backlink tools are telling me are there? Thanks guys.

Open internal links in a new tab increase bonus rate?
Hello! This week I used a simple method to reduce my blog Google Analytics bounce rate. My blog all the posts are guides, in order to follow them, user need to download a zip file (same zip file). Otherwise they can't. Therefore I added a separate blog post to download all the necessary files. As a result of that I can reduce my bounce rate from 62-70% to 45-50% level. Now I'm thinking to open that zip file download page in a new tab. If I open my blog zip file download page, in a new tab. It will again increase my bounce rate? I reduced my bounce rate using that zip file download page. Thanks!

URL ending with ?cpc=1
Hi, In the analytics data (SEO - Landing Sites) on a site I just started working with - 2 different url's show up (when I filter the results): /example**.asp** /example**.asp?cpc=1** The first recieves 2/3 of the visits (among these 2 pages) and the other recieves 1/3 of the visits (among these 2 pages). The second (/example.asp?cpc=1) is apparently getting the clicks from Adwords, since it isn't indexed by Google.. Can someone explain me: 1) why the cms is producing this kind of double landing page? is it possible to avoid it in any way? (it is not the only example on site - so it makes analyzing data more difficult). Thanks Christian

How Do You Determine The Value/Worth of A #1 Ranking?
There are many articles out there, some outdated, and I am confused as to how to determine the value/worth (in terms of estimated revenue and traffic percentage) when you achieve a #1 ranking in google. What is the most effective link building technique?
Hi seomoz community! My question is this: Which is more effective in a) generating traffic and b) increasing authority in the long and short term? Press releases or back-linking through blogs and forums? Some more detail: You have $6000 to spend over a 6 month period on which ever technique you choose. $6000 can buy you 20 press releases, each distributed to over 250 online news outlets (yahoo finance, td waterhouse, ABC, etc), emailed to editors of publications in your industry niche, and tweeted by 10 to-15 influential tweeters. Every release is published by the same news organization plus 5-10 new sources per release. The news organizations all have relatively high domain authorities (60-90) and generate 2500-3000 unique pageviews in total for each article. They also all link back to my site through the articles. $6000 can buy you 6 months of back-link building - outsourced overseas in India. Based on keywords that our target audience are using to find our competitors (long-tail included), we post links through blog/forum comments that appear in results when those search terms are queried. The blog/forums have varying domain authorities in our industry but none higher than 60. Again the question: Which technique is more effective in a) generating traffic and b) increasing authority in the long and short term? Press releases or back-linking through blogs and forums?
