Would a .co.uk Website Looking to Rank in Baidu Require a Internet Content Publishing License?

Bit of a specific one, but if there's anyone that can help it's you guys. If a .co.uk website is looking to rank in Baidu with a .co.uk/cn subdirectory, would we require an Internet Content Publishing License? Taking a step back, it might be there's two parts to my question:
1. How likely is it a .co.uk. could rank in Baidu, with simplified Chinese language content?
2. In order to have a chance of ranking, would we require an Internet Content Publishing License?

Ranking all but lost after new content pushed

Okay, I thought I was following best practices. In our industry, electronic hardware, we were ranking well for a particular product line (/spacers) but we wanted to do better. We addressed several concerns that Moz found first; duplicate page titles, lack of meta-descriptions and overall lack of targeted keywords. We also took a new approach to add a better structure to our site. Instead of being presented with a list of part numbers we wanted the user to learn more about our products with content. So we added a /products page with content and a product specific page (/spacers) that is almost a definitive buyers guide. We are attempting to answer the questions that we think our customers find most relevant. Well our customers might find it relevant but Google sure didn't. After our deployment of new content our rankings for targeted keywords in Google fell from 10-15 to 80-95 As an open ended question, could somebody explain to me why our ranks fell off a cliff? My website is not ranking for primary keywords in Google

I need help regarding some SEO strategy that need to be implemented to my website http://goo.gl/AiOgu1 . My website is a leading live chat product, daily it receives around 2000 unique visitors. Initially the website was impacted by manual link penalty, I cleaned up lot of backlinks, the website revoked from the penalty some where around June'14. Most of the secondary and longtail Keywords started ranking in Google, but unfortunately, it do not rank well for the primary keywords like (live chat, live chat software, helpdesk etc). Since I have done lot of onsite changes and even revamped the content but till now I dont find any improvement. I am unable to understand where I have got structed.
can anyone help me out?

Website.com/blog/post vs website.com/post

I have clients with Wordpress sites and clients with just a Wordpress blog on the back of website. The clients with entire Wordpress sites seem to be ranking better. Do you think the URL structure could have anything to do with it? Does having that extra /blog folder decrease any SEO effectiveness? Setting up a few new blogs now...

Duplicate content reported on WMT for 301 redirected content

We had to 301 redirect a large number of URL's. Not Google WMT is telling me that we are having tons of duplicate page titles. When I looked into the specific URL's I realized that Google is listing an old URL's and the 301 redirected new URL as the source of the duplicate content. I confirmed the 301 redirect by using a server header tool to check the correct implementation of the 301 redirect from the old to the new URL. Question: Why is Google Webmaster Tool reporting duplicated content for these pages?

Competitor purchased thousands of hidden links to our website... will it hurt rankings?

A competitor has allegedly purchased a site wide HIDDEN link on a property that links to our website. Would this link hurt our rankings? Requests to the site to remove those links didn't go well -- they state they can legally link to any site they like and are not going to remove those links. Technically speaking, this is what the link looks like in their html: Our Primary Keyword The thousands of hidden links from this website will now vastly outnumber our existing backlinks.
