Are there *truly* any white-hat link-building tactics?

With our new knowledge -- yielded from J.C. Penney, Forbes, Overstock, content farms, et al -- that the link graph/link profile can be algorithmically mined by search engines to uncover non-natural patterns of links occuring over time, is there any level of link-building that is safe to engage in?
If so, then what are those "bright white"-hat tactics that are 100% safe for a site to use?

I have to disagree with your .gov comment. I've seen a lot of.gov/.edu with autoapprove comments and the amount of OBL's on page is ridiculous. Sending an obvious signal to google because a large majority of the pages are so spammy.
However if you can get a link from a .gov with moderated comments.. fair play.

Hey UPform5, I think you're on the right track here, but the Google guidelines are a bit... blurry when it comes to tactics.
They say things like "[Don't create] Links intended to manipulate PageRank" - well, like eyepaq states, this is precisely what any link-building program ultiamtely wants to accomplish.
So I'm curious: in your experience, what are the brightest white hat link-building tactics that present the least amount of risk?

That "LINKS CAN BE BUILT AS LONG AS IT FOLLOWS GOOGLES GUIDELINES"
As for what is really a true white-hat linkbuilding I would define it as:
Marketing your website without encroaching on the rules set by Google.
So there.

Any link you place on another site to your website in order to help it rank is not natural. All social network accounts you build and setup a link to your website is not natural. Everything you do on the SEO side as far as links is not natural and for this reason you can call it black hat (even if I don't believe in white hat and black hat - all we do is black or shades of black. some are running on the edge some stay in the grey area with the seatbelt on but is the same thing overall).
And since I am off subject so far my opinion with the question is: links from gov domains or with "just too much authority" can be considered bullet proof as far as link source no matter what those links ended up there.

Linking Websites/ Plagiarized Content Ranking Above Original Content
Hey friends! Sooo this article was originally published in December 2016: https://www.realwealthnetwork.com/learn/best-places-to-buy-rental-property-2017/ It has been consistently ranking in positions 2-3 for long tail keyword "best places to buy rental property 2017" (and related keywords) since January-ish. It's been getting about 2000-2,500 unique views per week, until last week when it completely dropped off the internet (it's now ranking 51+). We just did a site redesign and changed some URL structures, but I created a redirect, so I don't understand why that would affect our ranking so much. Plus all of our other top pages have held their rankings -- in fact, our top organic article actually moved up from position 3 to 2 for much more competitive keywords (1031 exchange). What's even weirder is when I copy the sections of my article & paste into Google with quotes, our websites doesn't show up anywhere. Other websites that have plagiarized my article (some have included links back to the article, and some haven't) are ranking, but mine is nowhere to be found. Should I 301 redirect my old site are just add a link to my new site
I used to offer design and web services on a site that is current blank (no content, no links). My questions is should I add a little bit of content, maybe a brief explanation with a link to my new site. Or should I just add 301 redirect. This is purely a question of what is better for SEO and ranking for my new site (not a branding question).

Google webmasters tools, Majestic and Ahref in a simple case study (Bad links and Good links)
Hey guys, This case study started from here. A simple summary, I discover that I got +1000 backlinks from Blogspot though Google webmasters tools after making a connection with owners of these blogs which points to my new blog. Before starting I proudly invite Thomas Zickell and Gary Lee in this discussion. I wish you accept my invitation. Let's go to the main point, I've used Google webmaster tools so I will start with. Then Ahref which used by **Thomas **and then Majestic which used by Gary. Take a look at "001" screenshot, you will see that Google webmaster tools discovered 1291 links points to my site. Take another look at "002" screenshot, you will find that there are 22 domains points to my site. Most of them are good links since they are coming from websites such as Google.com, Wikipedia.org, Reddit, Shoutmeload, WordPress.org, ...etc. Beside +1000 backlinks came from Blogspot.com (blogs). Also, there's some bad links such as this one came from tacasino.com Necessary to say that I've got some competitors and they nicely asked me to stop the competition for some keywords and I've ignored their request. So, I'm not surprised to see these bad links. At "002" screenshot, we can see that Google didn't discover the bad links as they discovered the good links. And they discovered a lot of backlinks which not discovered by any other tools. **Let's move to Ahref, ** I will use screenshots provided by Thomas. At "003" screenshot, you can see Ahref report that say 457 links from 10 domains. By the way, social engagements data are wrong. I got more than zero engagements .. really. At "004" screenshot, you can see domains points to my site, links with anchor text. Take a look at the second link you will find that it's a spammy link coming from PR2 home page since it's is over optimized. the third link is also a spammy link since it coming from a not-relevant website. Beside other bad links need to be removed. So, Ahref didn't discover all of my good links. Instead of that it discovered few good links and a lot of bad links. In a case like this a question come needs to be answered since there are some people trying so hard to hurt my site, Do I have to remove all this bad links? Or, just links discovered by Google. Or, Google understand the case? **Let's move to majestic, ** Gray Lee provided data from majestic which say "10 Unique Referring Domains, with 363 links, 2 domains make up a majority." Since Gray didn't take any screenshots I will provide mine. At "005" screenshot, you can see some of the bad links discovered by Majestic. Not all of them discovered by Ahref or Google. In the other hand, Majestic didn't discover all of my Good links. Also, there's a miss understand I would like to explain here. When I published the Discussion about +1000 link. Some people may think that I trying to cheat you by providing fake info and this totally wrong. I said before and I'm saying that again you are so elite and I respect you. Also, I'm preparing for an advanced case study about this thing. If any expert would like to join me this will be great. Are multiple links on the same domain worth pursuing?
Let's say you get a guest post on a blog that links to your site for $100. How much is the link from another guest post on the same domain worth? $90? $50? Does each additional link from the same domain lose its SEO impact? What if one blogger loves your content and is willing to post 10+ of your blog posts with links to your site in each - is that worth pursuing just from an SEO standpoint (I know it can be a good branding opportunity if the readership is right)?

Do inbound links from forums hurt our traffic?
We have a manual action against us on Google webmaster tools for unnatural links. While evaluating our back links, I noticed that forums with low page rank/domain authority are linking to us. Is this hurting us?

Bad links showing up in opensiteexplorer
Hello Everybody,I've been working as an inhouse SEO for nearly a year and a half now and i've gotten some pretty great results. Two years ago our site was on the second page for the most important keywords in our niche and with a lot of work we've managed to get top 5 rankings for most keywords and even the number 1 spot for the most important keywords. I've been using opensite explorer to track backlinks and today i noticed that a lot of links we're discovered in the last week from websites that i did not recognize. Most url's won't even load properly because each "blogpost" has over a thousand comments. It took me a couple of tries to even find one that loaded properly and find the link to our website, and it was really there. There haven't been any drops in our rankings but i'm worried about a possible spam penalty. I know that i can use the disavow tool to at least disavow the links from these domains, but is that really the only thing i can do? Furthermore these are just the links that opensiteexplorer picked up, who knows how many more are out there.For any of you questioning wether or not i did this to myself, I'm no saint, but I'm definitely not stupid enough to buy these kinds of links. any help would be highly appreciated

Can image links help improve my backlinking profile?
I recently spent some time looking at the backlink profile of a leading UK food & clothing retailer and noticed that a high number of their backlinks for very competitive search phrase's consisted entirely of image backlinks. 50% of the links contained no alt text and other 50% contained a mix of just the targeted keyword or a phase containig one mention of the targeted keyword. Has anyone had any experiance of this type of marketing producing any positive effect on SEO or search engine rankings?

Competitors Developing Spammy Link For My Website
Well Guys there are lot of discussions in almost all the communities, blogs, forums about Post Penguin impact. Google says that if find that you're involved in any link building activities, we may penalize you. People out there have already started their developed links. But what if our competitors would have developed those links. Initially it was okay to develop one way links, I even developed lot of quality, but deliberately, links. around 95% links are placed manually, if return to some favor or money but all links looks natural. Most of the links I developed through content only, like articles, blog comments, PR submission, etc now really skeptical about the quality (after hearing lot of talks and reading n number of posts). Now, can I also submit my competitor's websites in 1000 topic directory (obviously not in any spammy directory), would it effect that website adversely? What if I spun an existing content and submit it into 500 article directories and give backlink to competitor site from using only one anchor text (which is obviously the main keywords - highest sales generating keyword) I look forward to some experts comments.
