Multiple Landing Pages and Backlinks

I have a client that does website contract work for about 50 governmental county websites. The client has the ability to add a link back in the footer of each of these websites. I am wanting my client to get backlink juice for a different key phrase from each of the 50 agencies (basically just my keyphrase with the different county name in it). I also want a different landing page to rank for each term. The 50 different landing pages would be a bit like location pages for local search. Each one targets a different county. However, I do not have a lot of unique content for each page. Basically each page would follow the same format (but reference a different county name, and 10 different links from each county website).
Is this a good SEO back link strategy? Do I need more unique content for each landing page in order to prevent duplicate content flags?

Say I was going to fully build out these pages with content, how much unique content should I have per page (minimum)? Would several paragraphs do the trick?

That’s great that you can get a link from Gov website but the link will be in the footer and this means every page of the website will be linking back to you as normally websites share the same footer across the website.
Google like natural links and when you will use a key phrase to link back to your client’s website (especially in the footer) this will hurt you as Google can easily guess that the link has been created to manipulate SERP results.
My opinion, if you are linking from footer is to get link on brand name instead of a keyword this way you will get the link juice. I am not saying you will be able to achieve your goal but still you will increase the website authority which will help you in different ways.
You also said that you don’t have lot of unique content for each page. There is no shortcut or pass here you have to create unique content for pages in order to increase your chances to rank for different county related keyphrases.
Honestly, this strategy in my opinion is not good and Google can easily guess what you are doing and reward you accordingly.
I think the better idea is to get a link with a brand name to increase authority, create unique content for county pages. Get some quality links from different industry related websites and you will rank better in SERPs from the targeted key phrases.

External 404 pages
A client of mine is linking to a third-party vendor from their main site. The page being linked to loads with a Page Not Found error and then replaces some application content once the Javascript kicks in. This process is not visible to users (the application loads fine for front-end users) but it is being picked up as a 404 error in broken link reports. This link is part of the site skin so it's on every page. Outside of the annoyance of having lots of 404 errors being flagged in a broken link report, does this cause any actual issue? Eg, do search enginges see that my client is linking to something that is a 404 error, and does that cause them any harm?

How does this company rank this page?
If you Google the keyword "used iPhone 5," the URL ranking #1 in the SERP is the following: http://buy.gazelle.com/buy-used-iphone-5/ This page has zero content on it and a button on it that takes you to a category page with the iPhone 5 pre selected. My question is **how does this page outrank the sites products pages? **I ran a backlink analysis and don't see any links pointing to that URL. Also, **how does this site deal with its duplicate content issues? **If you look at the following URLs, you'll see a bunch of duplicate content in the "Key Features" section below the fold. http://buy.gazelle.com/buy/used/iphone-5-16gb-at-t http://buy.gazelle.com/buy/used/iphone-5-16gb-sprint If you think about it, this site will have different product pages for each variations of cellphone carrier and cellphone storage capacity. Directory backlink
Hello everyone, I know that this question has been asked millions of time, but I am really not getting a straight answer for it. Well the question will be divided in few other questions : Google changed, I get that, but I am reading everywhere, come up with a great content and the rest will follow, stop creating your own backlink and let user link to you ... But I don't know if this is apply for every site on the web, let take the example of a flash gaming site that we manage, we are creating games every day, coming up with great (unique) text for each of them, we are active on social media and stopped backlink from directories. But now we can see our sites losing ranking and seeing some websites that are not having much content on their sites or even active on social medias that are ranking better than us. We always used white hat techniques, this is why we were so well ranked for so long, but now we see our ranking change on a daily basis but can't explained why. So my question is, should we totally stop directories backlink (even the good directories)? Or we should keep on going and try PR at the same time? For a site that just started how on earth will he be able to get backlinks if it's not using directories in the first place? So I feel that I am going in circle here and I don't know what else we could do to improve our site. We even recast the site to bring better experience to the user to see if this will help on us on getting our ranking back. And this help, as the page views and time on the site improved with it, but the ranking is still unchanged (that has been done 3 months ago). Internal page ranking
If I have a domain: Example.com I want this domain to rank for several keywords. I build a page on the domain called Example.com/glasses If I SEO the page Example.com/glasses with backlinks etc... will that URL come up on google or will it simply bring Example.com up on the SERPS. If I have three keywords, should I make a subpage for each page and SEO that page? Will that make the domain rank for all three keywords?

Ok to use rich snippets for same product on multiple pages?
I am developing a new set of pages for a series of products which exist on separate sub domains linked to the root domain. The product pages on the sub domains have rich snippets; review count, review score etc. The new pages im building out are for the same products though on the root domain and with different content. Im not comfortable marking those pages up with rich snippets too given they will have the same review counts, scores etc though would like to if its viable? Any thoughts/opinions? Thanks, Andy

301 a strong but under-performing landing page to a new domain?
Hi guys, Our website have a very strong landing page (PA 80, more than 1,000 domains linking) but is currently not ranking at all as the targeted terms are dominated by exact match domains. We are thinking of redirecting this particular page to a new partial match domain targeting the same keywords. Is it a good move?
