Link Building Issue

Hi,
While prospecting for backlinks target do you guys filter links less than a specific DA or PA? for instance - if PA<5 then remove
My VA accidentally selected a PA 3 link where the site owner eventually gave us a backlink.
Due to that link the traffic jumped 14X!!!
Had it been my filtering process would never got the backlink and traffic. What do you guys suggest? -

I wouldn't worry as much about DA/PA as I would the relevance and "human" quality of a link. DA can be a great indicator of the authority of a domain, but remember that it's just one metric. If you are working through large lists of links, then filtering from highest DA to lowest can help you prioritise, but I wouldn't necessarily rule out links below a certain number.

I don't know if it's a good idea to go after all backlinks for your top competitors. I would recommend establishing for yourself some criteria (unless you have tons of time on your hands) – like I mentioned, maybe something along the lines of DA > 30. And then I would go after the lowest hanging fruit first. Having said that, it usually seems the be the case that the hardest links to earn are the most valuable ones.
As for the skyscraper technique, I don't know that current ranking for a given keyword should matter as much as other factors. That's awesome! You're right, if you were utilizing a strict filtering criteria, you would have missed out!
I do typically filter backlink opportunities, but put a little more weight on domain authority than page authority. So for my agency personally, I'm usually looking for DA > 30, and usually don't place too much emphasis on PA. For instance, if I have an opportunity with a site that has a DA of 50, but the page I'm looking at only has a PA of 5, I would still very much be interested.
Having said that, I'm no link building expert, and I do know page authority is a factor. But at the end of the day, I think you have to consider what your link profile currently looks like, and what the link profiles of your competitors look like.

Is Forum Link Building a Waste of Time in 2018?
Hi there, this is a general question about link building strategies in 2018. It actually relates to reports derived from the link building audit tool on SEMrush, so forgive that. We use Moz as well, it's just that we happen to be working in SEMrush for link analysis. Basically, the audit tool looks at our links and our competitors' links. It has come back with a number of 'opportunities' for link building and I'm questioning the value of many of them, in 2018. Many of the 'opportunities' the tool is suggesting we explore include answering forum questions on places like Reddit, Quora, etc. The tool has been good at identifying topical threads which might hold promise (a very specific branch of legal services) but most of the threads are 3 - 8 years old. To answer them, I would need to muster someone with expertise to post a relevant answer. So, obviously, my question is does anyone think there is any value in this sort of link building in this day and age? I really think our greatest value will be in guiding their content strategy and looking for content creation opportunities on high authority sites. Thoughts?

Guidelines for keyword-targeting and link building?
Hello, Every month, I set a goal of targeting 10 - 15 relevant keywords for my website. I then attempt to boost my site's rankings for these terms through a combination of content writing and white hat, non-paid link building. My question is: Are there general guidelines for keyword-targeting and backlinks? Is it healthy to target 10 - 15 different keywords (or more??) like this per month?

Building Links
Hi everyone, I am new to SEO and in the process of building links the clean way. Any suggestions on how exactly I can find websites that are linking out to quality websites already? I went thru most of my competitors link building strategy - and 90% of their links are done either thru link exchange or paid links. So looking at my competitors strategy does not really help.
