Back links to pages on our site that don't exist on forums we haven't used with irrelevant product anchor text

Hi,
I have a recurring issue that I can't find a reason for.
I have a website that has over 7k backlinks that I monitor quite closely. Each month there are additional links on third party forums that have no relevance to the site or subject matter that are as a result toxic.
Our clients site is a training site yet these links are appearing on third party sites like http://das-forum-der-musik.de/mineforum/ and have anchor text with "UGG boots for sale" to pages on our url listed as /mensuggboots.html that obviously don't exist.
Each month, I try to contact the site owners and then I add them to Google using the disavow tool. Two months later they are gone and then are replaced with new backlinks on a number of different forum websites. Quite random but always relating to UGG boots.
There are at least 100 extra links each month. Can anyone suggest why this is happening? Has anyone seen this kind of activity before? Is it possibly black hat SEO being performed by a competitor? I just don't understand why our URL is listed. To be fair, there are other websites linked to using the same terms that aren't ours and are also of a different theme so I don't understand what the "spammer" is trying to achieve.
Any help would be appreciated.

Paid Link/Doorway Disavow - disavowing the links between 2 sites in the same company.
Hello, Three of our client's sites are having difficulty because of past doorway/paid link activity, which we're doing the final cleanup on with a disavow. There are links between the sites. Should we disavow all the links between the sites? Thank you.

Whether to use new domain or old ecommerce site domain that has been incomplete for a long time.
Hello, We are starting a second store in our niche. Which of the following should I choose: A. We have a site from a year and a half ago that we put content on but never actually added products. The category and article content needs to be completely rewritten. We will completely rewrite the content to be much better and up to date. We're planning on adding products and rewriting the manufacturer descriptions. B. We could use a new domain that is closer to exact match for our main keyword. We'd just buy one for $15 I don't know whether A or B would be the fastest way to get the site going. I'm concerned that leaving a site half done for a year could cause an issue, but I really don't know. If you've got experience with this, please advise. Thank you.

Are Links from blogs with person using keyword anchor text a Penguin 2.0 issue?
Hello, I am continuing a complete clean up of a clients link profile and would like to know if Penguin is against links from blogs with the user including keywords as anchor text? So far I have been attempting to get them removed before I go for a disavow. An example would be the work clothing comment at the bottom of: http://www.fashionstyleyou.co.uk/beat-the-caffeine-rush.html/comment-page-1 I am also questioning if we should keep any link directories, so far I have been ruthless, but worry I will be losing a hell of a lot of links. Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Why is our site being penalized?
The rankings for our transcription site (gmr transcription) fell around Jul 19. Its been an uphill task to get the rankings back particularly for the keyword 'transcription services'. As per our opinion except for one competitor the rankings of the other top 4 makes no sense to us. We have tested our site and there seems to be no reason for it to be penalized. After a month of trial I am reaching out to the community for advise.

Anybody have useful advice to fix a very bad link profile?
Hello fellow mozzers. I am interested in getting the communities opinion on how to fix an extremely bad link profile, or whether it would be easier to start over on a new domain. This is for an e-commerce site that sells wedding rings. Prior to coming to our agency, the client had been using a different service that was doing some serious black hat linkbuilding on a truly staggering scale. Of the roughly 53,000 links that show up in OSE, 16,500 of them have the anchor text "wedding rings", 1,300 "wedding ring sets", etc. For contrast, there are only two "visit website", and just one domain name anchor text. So it is about the farthest from natural you can get. Anyway, the site traffic was doing great until the end of February, when it took a massive hit and lost over half the day to day traffic volume, and steadily declined until April 24th (Penguin), when it took another huge hit and lost almost 70% of traffic from Google. Note that the traffic from Yahoo/Bing stayed the same. So the question is, is it worth trying to clean up this mess of a backlink profile or would it be smarter to start fresh with a new domain?
