Does link position matter in the content/html code

My question is that if I have several links going to different landing pages will the one at the top of the content pass more value than ones at the bottom. Assuming that there are not more than 1 of the same link in the content. The ultimate question is whether or not link position in the content/html code make a difference if it passes more value.
This question comes in response to this whiteboard Friday https://www.youtube.com/watch?v=xAH762AqUTU Rand talks about how if there are 2 links going to the same URL from the same content page then google will only inherit the value of the anchor text from the first link on the page and not the both of them. Meaning that google will treat that second link as if it doesn’t exist.
There are lots of resources that shows this was true but there isn’t much content newer than 2010 that say this is still true, We all know that things have changed a lot since then Does that make sense?

Page auto directing to /#/id0 but no 301 in place?

Link conundrum - losing nav/footer links in mobile view
Hi Moz folks! I'm currently moving a site from being hosted on www. and m. separately to a responsive single URL. The problem is, the desktop version currently has links to important landing pages in the footer (about 60) and that's not something we want to replicate on mobile (mainly because it will look pretty awful.) There is no navigation menu because the key to the homepage is to convert users to subscription so any distraction reduces conversion rate. The footer links will continue to exist on the desktop view but, since Google's mobile-first index, presumably we lose these important homepage links to our most important pages. So, my questions: Do you think there is any SEO value in the desktop footer links? Do you have any suggestions about how best to include these 60-odd links in a way that works for mobile? Thanks!

[Very Urgent] More 100 "/search/adult-site-keywords" Crawl errors under Search Console
I just opened my G Search Console and was shocked to see more than 150 Not Found errors under Crawl errors. Mine is a Wordpress site (it's consistently updated too): Here's how they show up: Example 1: URL: www.example.com/search/adult-site-keyword/page2.html/feed/rss2 Linked From: http://an-adult-image-hosting.com/search/adult-site-keyword/page2.html Example 2 (this surprised me the most when I looked at the linked from data): URL: www.example.com/search/adult-site-keyword-2.html/page/3/ Linked From: www.example.com/search/adult-site-keyword-2.html/page/2/ (this is showing as if it's from our own site) http://a-spammy-adult-site.com/search/adult-site-keyword-2.html Example 3: URL: www.example.com/search/adult-site-keyword-3.html Linked From: http://an-adult-image-hosting.com/search/adult-site-keyword-3.html How do I address this issue?

Does anyone know how dynamic/personalized website content affects SEO?
A client using Marketo has inquired about personalizing their website content to be personalized based on a persona. To be clear, I'm talking about key website pages, maybe even the Home page, not PPC/campaign specific landing pages. For example, areas of on the site would change to display content differently to a CEO vs a sales person. I'm new to marketing automation and don't exactly know how this piece works. Hoping someone here has experience or can provide pros/cons guidance. How would search engines work with this type of page? Links / Metadata around Recent Posts etc in Wordpress / Blog - Good SEO Practice?
Hello In a Wordpress blog ( or part of an ecommerce site that runs under wordpress ) it is good to show recent posts in the sidebar on most pages. Obviously the posts aren't going to be relevant to every post , so my questions are: Is having these on the page hurting SEO for the page? Is there good metadata structure to put in there? ( like rel="nofollow" or similar ) Thoughts?

All Thin Content removed and duplicate content replaced. But still no success?
Good morning, Over the last three months i have gone about replacing and removing all the duplicate content (1000+ page) from our site top4office.co.uk. Now it been just under 2 months since we made all the changes and we still are not showing any improvements in the SERPS. Can anyone tell me why we aren't making any progress or spot something we are not doing correctly? Another problem is that although we have removed 3000+ pages using the removal tool searching site:top4office.co.uk still shows 2800 pages indexed (before there was 3500). I have clients with Wordpress sites and clients with just a Wordpress blog on the back of website. The clients with entire Wordpress sites seem to be ranking better. Do you think the URL structure could have anything to do with it? Does having that extra /blog folder decrease any SEO effectiveness? Setting up a few new blogs now...

How do I find the links on my site that link to another one of my pages?
I ran IIS Seo toolkit and it found about 40 pages that I have no idea how they exist. What tool can I use to find out what internal link is linking to them so I can fix them or get rid of them?
