Transferring SEO services from one agency to another - troubles, concerns, etc.?

Hey Moz Community,
I have a friend I'm asking for who has an agency and will be taking over SEO from another agency.
One thing that worries me is that the agency has confirmed dozens of locations in Google Places (about 60-100) for this business. How would you transfer Google Places ownership (assuming they cooperate)?
Could the previous agency delete these listings? If so, how would that affect Local SEO? For example, the location and phone number is already on the website. Isn't that good enough for all of these locations (about 100)?
I hope this is clear; please let me know if not. I would be interested in hearing any other feedback about moving agencies.

I think Google updated the 14 days processing. You add a manager -> One day waiting -> Make owner.

You have to wait 14 days to transfer ownership to a manager.
It'll go much faster if you just have them call you.

What if the email address is @agency.com? Then, physical email addresses can't be turned over.
Best alternative would be to transfer ownership in G+ dashboard? Would this alternative simply be by adding another manager and that new manager delete old agency manager? Or is there a place to actually change ownership? I can't seem to locate the change of ownership if it does exist.
ETA: I found it. You add someone as a manager then you wait 1 day, then add them as the owner.

You can transfer ownership in the G+ Dashboard. I highly recommend having the current agency turn over the email address that's associated with ownership of all of the location listings. With that, you won't actually have to transfer ownership in G+, only IRL with the actual account & password access.
Yes, the previous agency can delete the listings. You would have to reverify all of them if they go this route.
You can also go about getting these via the bulk upload process & having the ownership of these businesses authorize Google to transfer ownership of all 100 listings to what ever email address you choose. This isn't a quick process. Suggestion 1 is the best route.

Google maps SEO
We rank #1 for our main keyword and location, however, the top 3 google maps listing doesn't include us. We have more reviews than any of our local competitors (they have around 1/2, we have 25 all 5*) & we only seem to appear as an ad on maps listings. What can we do to resolve this?

How do you do Local SEO in a small town?
Good afternoon everyone! I wanted to start a discourse on a subject that I think might benefit a few select readers. What would be your best plan-of-action to successfully propose and execute a Local-SEO campaign for a small, local business in a rural town? The type of town that has next to zero local directories, the type of business that has hardly any (if any at all) "fresh mentions" on the internet, etc. I'm interested to see how other SEOs would handle tackling this kind of campaign. Local SEO Strategy after Pigeon update.
We are a local web design agency and well ranked with several local city level keywords. Now we want to spread out our services to near by cities. What's the best way to do that? Example: We've already ranked for "web design new york". Now how can we rank our site with "web design in Washington" and "web design in California"? Note: We've good DA and PA (above 60) along with higher Trust Rank. But don't have those new keywords on our content.

How is this Ge Factory Service ranking like this?
Recently I was doing some research on "appliance repair" for a new client and I ran into some listings that are ranking locally on the 1st page without barely any backlinks or citations. I am wondering how they are doing this. I under stand since they are a GE company maybe this is why but there is not even no backlinks from the GE main site. This Ge Factory website is a pr0 so how is it ranking hundreds of listings without almost any citations?After searching Google I found over 10k listings for "GE Factory Service". How are they doing this? As I understand only Franchise listings are allowed to be posted Nationwide. After investigation I came to the conclusion that GE does not offer any Franchise Opportunities for their repair service. So isn't this in violation of the terms and conditions? These listings all have the address hidden since these are not storefronts. I have checked many listings and they are ranking for most cities I search including:Atlanta, San Diego, Dallas, Tucson,phoenix.Does anyone have any ideas how these listings with virtually no SEO? Any feedback is appreciated thanks

One Location - Multiple Businesses
We have a client that has multiple businesses running out of the same address with no difference in suite number - what's the best way to work with this considering NAP? The owner runs several different service businesses and a few online businesses (all legit) out of the same large office space and we want to try to figure out how to get him listed locally with the obvious NAP issue. Should we go for the 2 ccTLD's using rel-alternate, or go for one TLD, .EU or similar? We currently have an SEO project going on where DNS.be & DNS.nl are equally important. Currently we are using the rel-alternate meta data. The .be website is doing fantastic, the .nl one seems stagnant and not really getting to target. For a similar project, we are now wondering whether we should go for the same approach, or just pick one TLD (.EU or similar).
