Why does this business have an average of 4.8 and not 5?

I was doing some research today and came across a business that has 5 reviews, all 5 stars. For some reason, their average is showing as 4.8, instead of a perfect 5.
Looking at some other businesses, I see one with 4 5-stars, 1 4-star, and 1 1-star. 25/6 = 4.1666666. That would round to 4.2, but Google lists them as 4.3.
Is Google just bad at math, or are they using some other factor in calculating these averages?

Google, on its help page says: We calculate an overall rating based on user ratings and a variety of other signals to ensure that the overall score best reflects the quality of the establishment.
What is going on?
When you use reviews for ranking, like Google and many other companies do, you have a problem. Is a business with eight 5-star reviews actually better than a business with 48 5-star reviews and two 3-star reviews? Should the one with eight actually rank higher?
Probably not. Sooner or later the company with only eight reviews is likely going to get some lower reviews. Or so Google assumes and they don't want to give them more credit than is their due. What is a company like Google to do?
What they always do. Write an algorithm.
Google clearly is weighing 5-star reviews differently if there are less than a certain number and they are probably using an algorithm that is something like a Bayesian average.
What is a Bayesian average you ask? From Wikipedia:
A Bayesian average is a method of estimating the mean of a population consistent with Bayesian interpretation, where instead of estimating the mean strictly from the available data set, other existing information related to that data set may also be incorporated into the calculation in order to minimize the impact of large deviations, or to assert a default value when the data set is small.
In other words, when you have a very small sample (i.e. few reviews), Google is using its large dataset of review stars to model and estimate what your average would be IF you had more reviews. All very Googly, as they say.

Google my business phone reporting? Doesnt cross state lines.
We have a branch in Toledo Ohio, which is close to the Michigan border. Cleary we get calls for direction from Michigan customers. However, our phone reporting does not cross the state line. Any ideas? This happens at other branches that cross state lines as well.

Any Success Getting Fake 5 Star Google My Business Reviews Removed From Competitors?
Hi, I am working on a competitor who is obviously building up fake reviews using a 3rd party service. I need to build more evidence. A majority of his reviews on Google My Business, they are done by reviewers with very few reviews (no profile pic), and that seem to review 3-4 companies in the Chicagoland area the exact same day. This happens again and again. It started about 1.5 years ago. Before that everything looks normal. Any idea how much proof I need to actually get those reviews and/or his company removed? I am working on getting access to a private group on Facebook where he talks about it. Thanks in advance!

Client wants to delete Google My Business Due to Bad Review
My client has received a bad review on Google and although has other good ones, wants to delete the current Google My Business page and open a new one. I disagree with this strategy but need some evidence to back it up. They are ranking well and so I don't want to upset the cart. I need reasons not to in terms of potentially harming rankings. It's been over a year of going back and forth with Google My Business team
It's been over a year of going back and forth with Google My Business team regarding my GMB page. It was active for 2+ years prior with over 20+ reviews. I email GMB weekly to find out the status of the page and they keep saying it is a technical glitch and they are waiting for an update. Would love to get any advice on how to resolve my business page so it appears again on the Google maps or who I can contact to resolve this issue. How to address reviews that show up in Google but come from a business's own website?
One of my clients has a competitor who has a fairly poor reputation based on reviews on Google and Yelp. But, this competitor allows people to review them on their own website, and their "4.8" rating based on 250+ "reviews" show up in search engine results. I assume they are using schema markup to encourage that. My question is whether there is anything we can do to report this to Google, or otherwise make sure the general public is not fooled by these reviews?

Moving my photography business to another state. Is it possible to transfer Google My Business listing WITHOUT losing my Google Reviews?
A friend of mine is transitioning her photography business to another state. She moved about 5 years ago and consequently lost all of her Google+/Yelp reviews. Having reviews as a photographer is EXTREMELY important for her business reputation. She doesn't want this to happen again. Duplicate Google Plus Business Listings
Hi everyone, We have a client with duplicate Google Plus pages for two of their locations. The ones that are showing in search results for the most part are the ones we control, but we'd still like to report or delete the duplicates (which we do not control from our existing accounts).
