Headers & Footers Count As Duplicate Content

I've read a lot of information about duplicate content across web pages and was interested in finding out about how that affected the header and footer of a website.
A lot of my pages have a good amount of content, but there are some shorter articles on my website. Since my website has a header, footer, and sidebar that are static, could that hurt my ranking?
My only concern is that sometimes there's more content in the header/footer/sidebar than the article itself since I have an extensive amount of navigation.
Is there a way to define to Google what the header and footer is so that they don't consider it to be duplicate content?

You can use the new HTML5 tags

They work the same as a, but give more information to Google.- http://www.w3schools.com/tags/tag_header.asp (Header)

Google can easily identify navigational elements that appear on every page, and will ignore those for the purposes of identifying duplicate content. You don't need to be worried about your navigation being flagged as duplicate content, that's a standard feature of most websites.
That being said, you can be penalized for having lots of pages with little or no content (Panda). You'll want to make sure all the pages on your site provide some kind of actual value.

ViewState and Duplicate Content
Our site keeps getting duplicated content flagged as an issue... however, the pages being grouped together have very little in common on-page. One area which does seem to recur across them is the ViewState. There's a minimum of 150 lines across the ones we've investigated. Could this be causing the reports?

.com and .co.uk duplicate content
hi mozzers I have a client that has just released a .com version of their .co.uk website. They have basically re-skinned the .co.uk version with some US amends so all the content and title tags are the same. What you do recommend? Canonical tag to the .co.uk version? rewrite titles?

Duplicate Content Due to Pagination
Recently our newly designed website has been suffering from a rankings loss. While I am sure there are a number of factors involved, I'd like to no if this scenario could be harmful... Google is showing a number of duplicate content issues within Webmaster Tools. Some of what I am seeing is duplicate Meta Titles and Meta Descriptions for page 1 and page 2 of some of my product category pages. So if a category has many products and has 4 pages, it is effectively showing the same page title and meta desc. across all 4 pages. I am wondering if I should let my site show, say 150 products per page to get them all on one page instead of the current 36 per page. I use the Big Commerce platform. Similar Content vs Duplicate Content
We have articles written for how to setup pop3 and imap. The topics are technically different but the settings within those are very similar and thus the inital content was similar. SEOMoz reports these pages as duplicate content. It's not optimal for our users to have them merged into one page. What is the best way to handle similar content, while not getting tagged for duplicate content?

Does anyone know a service or API or php lib to compare two (or more) pages and to return their similiarity (Level-3-Shingles). API would be greatly prefered.

Duplicate Content
Many of the pages on my site are similar in structure/content but not exactly the same. What amount of content should be unique for Google to not consider it duplicate? If it is something like 50% unique would it be preferable to choose one page as the canonical instead of keeping them both as separate pages?

Solution for duplicate content not working
I'm getting a duplicate content error for: http://www.website.com http://www.website.com/default.htm I searched for the Q&A for the solution and found: Access the.htaccess file and add this line: redirect 301 /default.htm http://www.website.com I added the redirect to my .htaccess and then got the following error from Google when trying to access the http://www.website.com/default.htm page: "This webpage has a redirect loop
