Bing Penalty

I am working with a client who apparently has been penalized by Bing. The site has been around for many years and they are an industry leader in their field. The site was previously indexed and received a substantial amount of traffic from Bing.
Last week the site disappeared from Bing's index. A site: and url: search both show no results.
Does anyone have a significant amount of knowledge or experience related to Bing penalties?
Here is what I have done so far:

I have seen it before a long time ago, but apparently the field no longer exists. Is there a definitive means of determining if Bing has manually penalized a site besides a response from their Content Inclusion Request?

Danny Sullivan wrote a great article about how Bing removed some sites for thin content last month. It seems two of the sites which were a focus of the article have been re-included in Bing's index. Bing claims an algorithm change where Danny seems skeptical. Either way this could be the same issue. http://searchengineland.com/bing-bans-holiday-deals-sites-102856

there are two recent complaints on Bing's forums about a similar issue where various webmasters shared their sites have been removed. There are no responses to these posts from Bing: http://www.bing.com/community/webmaster/f/12252/p/670360/9665163.aspx#9665163 and http://www.bing.com/community/webmaster/f/12252/t/670550.aspx?PageIndex=1 (the comments are relevant but not the initial post).
Any ideas or suggestions would be helpful.

I would assume it is manual and begin the process of reconsideration (immediately due to them taking a while - some two to three months). The reason I say that is that there is nothing in Site:url. I cannot think of any other reason that there would be zero indexed pages showing.
Have you looked on Bing for cached pages (out of curiosity more than anything)? -

Bing WMT Index Summary shows zero pages indexed.
The site has no major issues in terms of malware, hidden content, etc. The site does have issues with duplicate content and thin content. I am working with the site owner to resolve these issues.
Is there any means to determine if the penalty is manual or algorithmic? Since the site's home page has been removed should I assume it is a manual penalty? The articles I referenced above seem to indicate Bing will algorithmically remove a site from it's index if it feels there are content issues.

I am assuming you have gone into Bing Webmaster Tools, but in case you have not, here is info re determining if a penalty exists:
Bing says:To determine if a penalty has completely blocked your site from the Bing index, log in to Bing Webmaster Tools, and review the messages to the webmaster on the Home tab. If no messages about penalties are found, select the registered site in question from the SITES list, and then review the Index Summary chart on the Dashboard tab. If the number of pages indexed has dropped down to zero, then your site has a severe index penalty levied against it. Note that Bing Webmaster Tools does not currently display the status of lesser index penalties. (NOTE: Italics above are mine)

I have not suffered a penalty on Bing and called a few friends and none have experience. Sorry I could not be more help.

Site deindexed after HTTPS migration + possible penalty due to spammy links
Hi all, we've recently migrated a site from http to https and saw the majority of pages drop out of the index. https://www.relate.org.uk/ One of the most extreme deindexation problems I've ever seen, but there doesn't appear to be anything obvious on-page which is causing the issue. (Unless I've missed something - please tell me if I have!) I had initially discounted any off-page issues due to the lack of a manual action in SC, however after looking into their link profile I spotted 100 spammy porn .xyz sites all linking (see example image). Didn't appear to be any historic disavow files uploaded in the non https SC accounts. Any on-page suggestions, or just play the waiting game with the new disavow file? Hku8I

Bing Ranking Factors
Question... I have a few clients that rank well for Google (first page) but are not ranking as well on Bing (page 5). Any suggestions on what to do to increase Bing ranking? I understand that Google and Bing use different algorithms, but just curious how you can increase ranking. Appreciate your input. Thanks

Start a new site to get out of Google penalties?
Hey Moz, I have several questions in regards to whether I should a start a new second site to save my online presence after a series of Google penalties. The main questions being: Is this the best way to spend my time/resources? If I’m forced to jump my company over to the new site can Google see that and transfer the penalty? I plan on all new content (no link redirect, no dup content) so do I need to kill the original site? Are there any Pro’s/cons I am missing? Summary of my situation: Looking at analytics it appears I was hit with both Penguin 2.0 and 2.1, each cutting my traffic in half, despite a link remediation campaign in the summer of 2013. There was a manual penalty also imposed on the site in the fall of 2013, which was released in early 2014. With Penguin 3.0’s release at the end of 2014, the site saw a slight uptick in organic traffic, improving from essentially nothing to next to nothing. Most of the site’s issues revolved around cheap $5 links from India in the 2006-09 time frame. This link building was abandoned, and replaced with nothing but “letting them happen naturally” from 2010 through the 2013 penalties. Since 2013 we have done a small amount of quality articles on a monthly basis to promote the site, social media, and continuous link remediation. In addition the whole site has been redesigned, optimized for speed/mobile, secured, and completely rewritten. Given all of this, the site has really only recovered to page 2 and 3 of the SERPs for our key words. Even after a highly circulated piece appeared on an Authority site (97 DA) a few months ago there was zero movement. It appears we have an anvil tied around our leg until Penguin 4.0. With all of the above, and no sign of when the next penguin will be released, I ask, is it time to start investing in a new site? With no movement in 2.5 years, it’s impossible to know where my current site stands, so I don’t know what else I can do to improve it. I am considering slowly building a new site that is a high quality informational site. My thought process is it will take a year for a new site to gain any traction with Google. If by that time my main site has not recovered, I can jump to that new site, add a commercial component, and use it as a life boat for my company. If I have recovered, then I have a future asset. Interstitial Penalty?
We have an ecommerce website, and we show a popup for first time visitors to our desktop site to join our email list. Google has cached pages with the popup. Can I assume that this is a problem?

Duplicate content when changing a site's URL due to algorithm penalty
Greetings A client was hit by penguin 2.1, my guess is that this was due to linkbuilding using directories. Google webmaster tools has detected about 117 links to the site and they are all from directories. Furthermore, the anchor texts are a bit too "perfect" to be natural, so I guess this two factors have earned the client's site an algorithm penalty (no manual penalty warning has been received in GWT). I have started to clean some of the backlinks, on Oct the 11th. Some of the webmasters I asked complied with my request to eliminate backlinks, some didn´t, I disavowed the links from the later. I saw some improvements on mid october for the most important KW (see graph) but ever since then the rankings have been falling steadily. I'm thinking about giving up on the domain name and just migrating the site to a new URL. So FINALLY MY QUESTION IS: if I migrate this 6-page site to a new URL, should I change the content completely ? I mean, if I just copy paste the content of the curent site into a new URL I will incur in dpolicate content, correct?. Is there some of the content I can copy ? or should I just start from scratch? Given the new image mismatch penalty, is watermarking considered "cloaking"?
Google has released a new penalty called "Image mismatch". Which actually penalizes sites that show images to Google than are not the same as the ones offered to users when accessing the site. Although I agree with those sites that the image is completely different that the one shown in image search, lately I've seen lots of big sites using some king of watermark or layer that reads something like "To see the high quality of this image, click here" in order to "force" the user to visit the site hosting the image. Considering the latest changes to Google's image search, which made lots of sites lose their "image search traffic", are these techniques considered part of the new penalty Google is applying? Or does it only apply to the first scenario when the image is completely different? You can read more on this new penalty here.

Bing Webmaster Tools failed to reach sitemap any suggestions?
My sitemap has been submitted to Bing webmaster tools well over a year ago and I have never had any problems. Starting last week it showed failed, for some reason it can't reach it. I have resubmitted several times and it fails every time. I can go to the url with no problems, and Google Webmaster Tools does not have any problems. We have made no changes in over a year to how the sitemap is made and submitted. Anyone have any ideas?
