Do shady backlinks actually damage ranking?

That is, it looks like a whole bunch of sites got smacked around the penguin/panda updates, but is this by virtue of actually being hurt by google's algorithms, or by virtue of simply not being helped "as much"?
That is, was it a matter of the sites just not having any 'quality' backlinks, having relied on things google no longer liked, which would result in not having as much to push them to the top? That is, they would have been in the same position had they not had those shoddy practices?
Or was google actively punishing those sites? That is, are they worse off for having those shoddy practices?
I guess the reason I ask is I'm somewhat terrified of going "out there" to get backlinks -- worst case scenario: would it just not do much to help, or would it actually hurt?

Well, for one, someone mentioned guest-posting. But then, guest-posting where? What if the blog is iffy? Would PA/DA give a solid indication of this kind of thing?
Or, for example, I know to stay away from "buy 40 bajillion backlinks for $3" and such, but what about an offer for an individual backlink from a high PR page, manually added potentially in the context of a guest post? Part of me thinks "okay, seems reasonable", but part of me thinks "if this is being offered then could the fact that it's being offered to others then pose an issue based on the appearance of high volume"?
Also: if there is the potential for "negative" SEO, wouldn't this be easily abusable? What's to stop me from blasting 60000 backlinks to one of my competitors?

Yes, Google has a number of penalties that actively hurt or de-indexes websites with shady links.
Just focus on getting backlinks that would be useful to people actually visiting those websites. If a human found your link, would they respect you for it? That's the question you should ask when you build links.

I would suggest you to avoid the bad links. I had a site which was hitted hard because the owner use cheap paid links. For me the best links are this which I am extracting from the site explorer. Plus the natural links from the visitors. Another good technique is guest posting.

In short, yes, bad backlinks can have a negative effect on your site, but it depends on how well established your site is. Negative SEO is real, but depending on the severity of the dodgy links, google just discredits them and asks you to get rid of them, rather than slapping you with a penalty.
When you say, you are afraid of "going out there" what is is that you are afraid of? Just don't be manipulative, get links on relevant websites and you have nothing to worry about. Just forget about trying to manipulate rankings, build relationships with other webmasters, after all, 1 great link is better than 50 suspect / low value links that take hours to "build"

There is a lot I can say on this subject but I am going to sum it up in one sentence.I know it’s a generic answer but that’s kind of a generic question
Google can and will penalize (punish) websites for breaking any of their rules that they deem worthy of doing so.

Hello! I'm using Google Chrome browser. On the browser logged in with the Google Web Master account, the keyword ranking of my site is ranked on pages 1 to 2. SSL Importance For Backlinks
I am trying to build some good quality backlinks, how important is SSL for the site that we post guest blogs on? I realize that if a site does not have SSL currently, their DA will likely not go up very fast because of Google's new algorithms, but currently, I am looking at a couple sites with a DA of 40 and 41. By the way, my site has SSL (is https). Thanks!

Does type of hosting affect SEO rankings?
Hello, I was wondering if hosting on shared, versus VPS, versus dedicated ... matter at all in terms of the rankings of Web sites ... given that all other factors would be exactly equal. I know this is a big question with many variables, but mainly I am wondering if, for example, it is more the risk of resource usage which may take a site down if too much traffic and therefore make it un-crawlable if it happens at the moment that a bot is trying to index the site (factoring out the UX of a downed site). How/Why do I have so many Spam backlinks?
I was looking in GWT yesterday and found we have several thousand "spam" backlinks...I am curious why this happens and how this happens? There are some links from websites/domains that are not mine that appear to be spam. However, we own a large group of domains and have noticed some of the links are coming from 2 of those sites/domains we own to my main site. The sites/domains are not active, we just own them. I am wondering how someone could access these domains that are not active and create spammy backlinks to my main website? (They created about 20,000 links). Thanks.

Do Ghost Traffic/Spam Referrals factor into rankings, or do they just affect the CTR and Bounce Rate in Analytics?
So, by now I'm sure everyone that pays attention to their Analytics/GWT's (or Search Console, now) has seen spam referral traffic and ghost traffic showing up (Ilovevitaly.com, simple-share-buttons.com, semalt.com, etc). Here is my question(s)... Does this factor into rankings in anyway? We all know that click through rate and bounce rate (might) send signals to the algorithm and signal a low quality site, which could affect rankings. I guess what I'm asking is are they getting any of that data from Analytics? Since ghost referral traffic never actually visits my site, how could it affect the CTR our Bounce Rate that the algorithm is seeing? I'm hoping that it only affects my Bounce/CTR in Analytics and I can just filter that stuff out with filters in Analytics and it won't ever affect my rankings. But.... since we don't know where exactly the algorithm is pulling data on CTR and bounce rate, I guess I'm just worried that having a large amount of this spam/ghost traffic that I see in analytics could be causing harm to my rankings.... Sorry, long winded way of saying... Should I pay attention to this traffic? Should I care about it? Will it harm my site or my rankings at all? And finally... when is google going to shut these open back doors in Analytics so that Vitaly and his ilk are shut down forever?

How to Get Backlinks to a Coupon Code Website
Hello Guys, I run a coupon code website, which by its very nature does not contain the most compelling of content. As you can probably understand, not many people are going to want to link to a page which lists a number of coupons relating to a specific online retailer. I am really struggling to come up with new and innovative ways of attracting links and wondered if anybody was in a similar position to me or could offer some advice. Would love to get some feedback. Google places VS position one ranking above the places.
Hi Guys, Will creating a new Google places listing for a business have any effect their current position one spot for their major geo location keyword? I.e restaurants perth - say they are ranking no 1 above all the places listings if they set up a places listing would they lose that position and merge with all the other places accounts? Or would they have that listing as well as the places listing? I have been advised it could be detrimental to set up the places account if this is the case does anyone know any ways around this issue as the business really needs a places page for google maps etc. Appreciate some guidance Thanks. Article submission, and how to build backlinks for Ecommerce? [HELP]
Hi guys, I have a question, for high quality backlinks apparently you go to these article websites where you submit your site such as Ezine etc etc, however is it just one article you submit to these as it'll look like duplicate content? Also can I have it on my site first? How does it work? Also I run an ecommerce website, how can I build backlinks to each product, theres over 200+ products and 1.6k subcategories. I would like to rank for as many as possible but getting an SEO company to do this would cost to much. Any ideas on how I should go about it?
