Infinite Redirect Loop without trailing slash, please help

I've been searching for an answer all day, I can't seem to figure this out.
When I Fetch my blog as Google(http://www.mysite.com/blog) WITHOUT a trailing slash at the end, I get this error:
The page seems to redirect to itself. This may result in an infinite redirect loop
**HTTP/1.1 301 Moved Permanently**
When I Fetch my blog as Google WITH the trailing slash at the end(http://www.mysite.com/blog/), it is fine without errors.
When I pull it up in a browser comes up fine both with and without the trailing slash.
My .htaccess file in the root directory contains this:
RewriteEngine On
RewriteCond %{THE_REQUEST} ^[A-Z]{3,9}\ /index.htm\ HTTP/
RewriteRule ^index.htm$ http://www.mysite.com/ [R=301,L]

Do I have something incorrectly coded in these .htaccess files that could be causing this? Or is there something else I should look at? Thank you for any help!!

I combined the htaccess files (putting the blog rewrite rule to the bottom of the file) now having just one htacess in the root directory and unfortunately it did not work. When I tried it, all the links on the blog would not work, they were all "page not found" so I reverted it back to what I originally had... Here is what the combined htaccess file looked like:

RewriteCond %{THE_REQUEST} ^[A-Z]{3,9}\ /index.htm\ HTTP/
RewriteRule ^index.htm$ http://www.example.com/ [R=301,L]

Hello Debora,
Make sure you keep copies of your .htaccess files before you make changes and, if you can, use a test site to test your changes first before you make changes on your live website.
I'm not sure how your website is set up so I don't know if combining the two files will accomplish what you are looking for.
Whatever you do, make sure you have backups.

Thanks George. Please forgive me, I am a newbie at this! I took a look at the link you provided, and I don't fully understand what they are explaining. What I did understand is that having 2 htaccess files in different directories caused a problem with their code. Do you think combining the two files into one on the root directory will make a difference for me?

Sorry, I completely misread this question (I missed the part where you said you had to .htaccess files!).
Yes put one .htaccess file in the root dir, add the blog rewrite rule to the bottom of the file.

Thanks Keith. I tried it and it is still looping. Do you think it has something to do with having 2 different .htaccess files? Should I combine them into just one in the root directory?

RewriteCond %{THE_REQUEST} ^[A-Z]{3,9}\ /index.php\ HTTP/
RewriteRule ^index.php$ http://www.example.com/blog/$1 [R=301,L]Let me know if that stops it looping...

Try here. Maybe that will help.
Edit: Pretty sure it's your root directory .htaccess file that is causing the looping. I'd start with that.

We've used the admin console for our site to apply 301 redirects in every area that we could but have had no success. To Redirect or Not
I have a strange situation and looking for advice on how well a permanent redirect of url will work. I have an eCommerce site called twpstain.com. This site sells TWP Deck stain and the URL/Content is fully owned by me. We do not however own the TWP brand and have always operated with permission from the manufacturer as an Authorized dealer. Circumstance have come up where they now want to be in control of all URLS that have the name "TWP" in them. Not sure if they legally can do this but they can cut me off with product if I do not comply. My options are: 1. A permanent redirect of entire site to new URL that does not have the word "TWP" in the url. 2. Give them the URL but they are willing to have me use the URL as I have in the past. A contract for this would be drawn up to cover me for years to come and possibly offer compensation if they decide not to renew. My concerns are numerous but the question for the Moz community is to how well the 301 redirect will work and will I lose my rankings? I currently dominate the rankings for my site and I very concerned that there will be major loss of sales and traffic. Any help or opinions on this would be much appreciated.

Problems with a website-help
Soooooo, I did a crawl report on this site : www.greatwesternflooring.com and this was what was on the report. This is a dnn site. I'm guessing the site has a redirect loop given the http status code. Can anyone help me with a fix. How do i fix temporary redirects from Volusion?
I have around 20 temporary redirects that i can not really change. they look like this: http://www.bestfitbybrazil.com/reviewhelpful.asp?ProductCode=PANT+PA4069GRAFFITI&ID=17&yes=yes/login.asp See attached As you can see they are from LOGIN.ASP. This are system calls. I think the last thing I tried was blocking them in my robottxt file. but it doesn't seem to make a difference. Am I being effected by these redirects? How will Google look at them? QmiQcD6

Help Identifying Unnatural Links

We downloaded and carried out a full link audit (3639 links) and logged in an excel spreadsheet with the following status: OK, Have Contacted, Can't Contact, Not SureWe have had some success but the majority of the ones we identified are not contactable.We use the dis-avow tool to tell Google of these. We then submitted a reconsideration request where we explained to Google our efforts and that we can supply them with our audit if necessary by email as you can't upload any evidence.A few days later we received a response suggesting that we still have unnatural links. We are a little stuck as we don't know what they can be:1. Is Google actually looking at our dis-avowed links before making this judgement?2. Good DA without PA, why?
Hello friends, I have a problem with my website... I am building my site in 2 parts, the blog part is ready and there is a link to the blog part on the index of my web.. but I do not know why the blog part have 0 PA...
