Typically these blacklists are created and maintained by security specialists who have done testing on the different bots to determine which are legit/beneficial and which are crapbots. They then provide these lists for others to use. Often the lists are amalgamations of bots detected and analysed on a number of different sites and by a number of different specialists to act as a double-check for each other.
You do need to be careful that you are using a well-curated list, as carelessly blocking bots can cause problems for legitimate bots. You would check out the creator of such a list the same way you'd check out the creator of a plugin you're considering using - check reviews, look at comments and responses on the post that provides the blacklist etc.

As Lynn mentions, these entries form a blacklist for "bad bots". These are bots that are identified as being harmful (or at least non-helpful) to the real use of a website. Bots are essentially spiders that crawl and record the pages of your site the same way the GoogleBot does.There are 2 main reasons for blocking them

Too many unnecessary bots can put a real strain on server resources, causing the site to slow down for real users. This can be especially problematic with bad bots as they do not respect the entries in your robots.txt file and so will crawl even blocked pages. This can mean huge numbers of extra pages get crawled, leading to even more load.

Many (most?) of these bots are collecting data for nefarious purposes. Some are scrapers to collect your site content in order to re-use it illegally on another site, some are scanning for certain files/plugins on your site known to be insecure so they can target them for attack, etc.
Best case scenario, these bots waste your bandwidth and can cause site slowdowns on low-powered (e.g. shared) servers. Worst case, they can actually cause harm to your site.
There are literally many thousands of these types of bots out there, and their creators often change their identifying user agents just to get around these types of blacklists. But many have been around for some time and still use the same identifier. So having a blacklist to block the most common of them is actually very good security practice. To be totally proactive however, you'd need to update the list every couple of months.
Bottom line - those entries are providing some security and overload protection for your site, and there's essentially no downside to having them in place even if they're not catching everything.

I dont use something like this myself. I suppose if you are having some problem with bots it might be useful, maybe someone else can chime in if they have some experience with this kind of blocking.

HI,
It is checking to see if the visiting user agent contains any of these strings (NC is telling it non case sensitive) and if it does to return a 403 forbidden message.

Duplicate content URLs from bespoke ecommerce CMS - what's the best solution here?
Hi Mozzers Just noticed this pattern on a retail website... This URL product.php?cat=5 is also churning out products.php?cat=5&sub_cat= (same content as product.php?cat=5 but from this different URL - this is a blank subcat - there are also unique subcat pages with unique content - but this one is blank) How should I deal with that? and then I'm seeing: product-detail.php?a_id=NT001RKS0000000 and product-detail.php?a_id=NT001RKS0000000&cont_ref=giftselector (same content as product-detail.php?a_id=NT001RKS0000000 but from this different URL) How should I deal with that? Google's Stance on "Hidden" Content
Hi, I'm aware Google doesn't care if you have helpful content you can hide/unhide by user interaction. I am also aware that Google frowns upon hiding content from the user for SEO purposes. We're not considering anything similar to this. The issue is, we will be displaying only a part of our content to the user at a time. We'll load 3 results on each page initially. These first 3 results are static, meaning on each initial page load/refresh, the same 3 results will display. However, we'll have a "Show Next 3" button which replaces the initial results with the next 3 results. This content will be preloaded in the source code so Google will know about it. I feel like Google shouldn't have an issue with this since we're allowing the user action to cycle through all results. But I'm curious, is it an issue that the user action does NOT allow them to see all results on the page at once? I am leaning towards no, this doesn't matter, but would like some input if possible. Best way to view Global Navigation bar from GoogleBot's perspective
Hi, Links in the global navigation bar of our website do not show up when we look at Google cache --> text only version of the page. These links use "style="<a class="attribute-value">display:none;</a>" when we looked at HTML source. But if I use "user agent switcher" add-on in Firefox and set it to Googlebot, the links in global nav are displayed. I am wondering what is the best way to find out if Google can/can not see the links. Thanks for the help! Supriya.

Can literally any site get 'burned'?
Just curious what people think. The SEOMOZ trust on my site has gone up, all while Google is dropping us in rankings for lots of keywords. Just curious if this can happen to anyone or once you are 100% 'trusted' you're good. We went from 120,000 page views down to about 50,000. All while doubling content, improving the design(at least from a user perspective), and getting more natural links. Seems counter intuitive to Google's mantra of ranking quality. I would guess 'authority' sites never get hit by these updates right? So when you make it you've made it.(at least from a dropping like a rock perspective, obviously you have to keep working). I'm guessing we just need a bunch more quality links but would hate to work on building links, quality content, trust etc for it to be something so finicky long term.

Adding index.php at the end of the url effect it's rankings
I have just had my site updated and we have put index.php at the end of all the urls. Not long after the sites rankings dropped. Checking the backlinks, they all go to (example) http://www.website.com and not http://www.website.com/index.php. So could this change have effected rankings even though it redirects to the new url?

301 Redirect All Url's - WWW -> HTTP
Hi guys, This is part 2 of a question I asked before which got partially answered; I clicked question answered before I realized it only fixed part of the problem so I think I have to post a new question now. I have an apache server I believe on Host Gator. What I want to do is redirect every URL to it's corresponding alternative (www redirects to http). So for example if someone typed in www.mysite.com/page1 it would take them to http://mysite.com/page1 Here is a code that has made all of my site's links go from WWW to HTTP which is great, but the problem is still if you try to access the WWW version by typing it, it still works and I need it to redirect. It's important because Google has been indexing SOME of the URL's as http and some as WWW and my site was just HTTP for a long time until I made the mistake of switching it now I'm having a problem with duplicate content and such. Updated it in Webmaster Tools but I need to do this regardless for other SE's. Thanks a ton!
