Does omitted results shown by Google always mean that website has duplicate content?

Google search results for a particular query was appearing in top 10 results but now the page appears but only after clicking on the " omitted results by google."
My website lists different businesses in a particular locality and sometimes results for different localities are same because we show results from nearby area if number of businesses in that locality (search by users) are less then 15.
Will this be considered as "duplicate content"? If yes then what steps can be taken to resolve this issue?

It might go to supplemental index when:
- Content is not unique.
- No content at all or with very little content.
- You have pages, not determined to have content initially, such as sitemap, contact, Terms and Conditions, etc.
- Pages that don’t have titles/meta descriptions or have duplicate ones.

Yes - any URLs that are different are different in Google's eyes, unless the modifier is a # symbol.
So if you have www.example.com/key#value12345 and www.example.com/key#valuexyzabc, then Google sees these as the same, i.e. www.example.com/key. They will ignore everything after the # character.
All other query strings, etc., mean that the URL has changed and if the pages on those URLs are the same, it's duplicate content.

1. www.example.com/key=value1& key2=value2
2. www.example.com/key2=value2 & key=value1

I found that a few of these urls were not crawled by Googlebot for a month or so. Now when i checked the last crawled status using "cache:", i found out that these pages were crawled again only recently and probably that is why it is back in top 10 results (main index).
I have one question: When does an url go into "Supplemental Index" ?

This sounds like removal due to duplication rather than DMCA - the omission is usually noted as being because of DMCA notices if they are the reason, e.g. http://img.labnol.org/images/2008/07/googlesearchdmcacomplaint.png
Google likely sees these as duplicates, or near-dupes, as David has said,

OP, it does sound like you have duplicate content issues. See what you can do to make those omitted pages more unique.

It's most likely because some one would have put a DMCA takedown on that Google search result. jump in to your Google WebMasterTools account and you should see some notification from Google about it.

Duplicate Content on Product Pages with Canonical Tags
Hi, I'm an SEO Intern for a third party wine delivery company and I'm trying to fix the following issue with the site regarding duplicate content on our product pages: Just to give you a picture of what I'm dealing with, the duplicate product pages that are being flagged have URLs that have different Geo-variations and Product-Key Variations. This is what Moz's Site Crawler is seeing as Duplicate content for the URL www.example.com/wines/dry-red/: www.example.com/wines/dry-red/_/N-g123456 www.example.com/wines/dry-red/_/N-g456789 www.example.com/wines/California/_/N-0 We have loads of product pages with dozens of duplicate content and I'm coming to the conclusion that its the product keys that are confusing google. So we had the web development team put the canonical tag on the pages but still they were being flagged by google. I checked the of the pages and found that all the pages that had 2 canonical tags I understand we should only have one canonical tag in the so I wanted to know if I could just easily remove the second canonical tag and will it solve the duplicate content issue we're currently having? Why would google favour overseas retailers? Really weird results..
Why would google favour results from overseas retailers for queries in the UK? It's weird since most won't ship to the UK and the same products are found at dozens of UK retailers. It's not the case that the overseas sites are necessarily bigger brands or better SEO optimised, so having asked the leading agencies in the UK and them being stumped I was curious if this was something anyone else had seen? Our theory is that this can only be a poorly disguised attempt to drive Adwords.

Organic Search Result in google
Hello! Actually, I would like to know the major check points which decides the organic search result[Google]. I see many of the sites in first page which are not even having good level of page and domain authority. I am a beginner but i have done all the score card checkpoints and issue free pages 🙂 Some where i dropped on organic search result. Linking to authority / competitor website!? Yes or No?
Here is the dilema .... People say, don't be afraid to link to authority website! What if an authority website in particular niche is actually competing with you in the Search, but you do have a review profile there? Is it ok to link to that profile ? Should I include a no follow tag ? Another case : some other authority high ranked website competing in search with mine directly has a profile page for my company, but this authority website has blocked Google bot to crawl the profile page all the reviews there !? Can I still link to that page and will this be appreciated by Google ? Am I passing PR and link juice from my website to those direct comeptitors / authority websites ?

Why would Google read different pages to rank for a keyword?
I have noticed a large drop in a number of keywords in the latest rankings report. I have checked the results on the 'Ranking History Graph' and it appears that Google is reading different pages for the specific keyword and therefore, giving large fluctuations in ranking dependant on the page from week to week. Why would this be happening?

Phantom Indexed: 301 Redirected Old URL Shows in Google Search Result!
Today, I have read about Phantom Indexed in Google search result. Because, I was searching about 301 redirect due to indexing of 301 redirected old URLs in Google search result rather than new landing pages. Duplicate Content & www.3quarksdaily.com, why no penalty?
Does anyone have a theory as to why this site does not get hit with a DC penalty? The site is great, and the information is good but I just cannot understand the reason that this site does not get hit with a duplicate content penalty as all articles are posted elsewhere. Any theories would be greatly appreciated!
