Changing menus regularly - will this impact SEO

We are working on an internal project, where the website owner is thinking of making regular changes to one or two items on the top level menu. Assuming they redirect the original pages or navigate to them in other ways, is there any other impact on SEO to changing the menu structure? I assume they'd submit new sitemaps after each change.

That depends on how often users come to the site. If 90% of visitors are new the UX issue doesn't exist. If 5% are then you'll soon get feedback as to whether it is driving them nuts or not

Thanks - that's really helpful. Yes, I did point out that the UX is going to be a major issue as the users will feel like they are walking on shifting sands... I think we are hoping to push the "What's hot" idea, as you suggest.

Hmmmm, I think it could slightly affect the internal linking structure and possible mean the loss of important pages being linked together.
However my main concern would be to regular users from a UX perspective. You are clearly going to be making people work a lot harder to find regular content that is possbly the bread and butter traffic for the site. Rather than changing the menu, would it not be better to implement a "New Item" in the menu structure rather than changing it all. Or have a feature banner.

We are a non-profit and the external site allows users to create peer-to peer fundraisers that benefit our ministry. Resubmit sitemaps on every change?
Hello Mozers, Our sitemaps were submitted to Google and Bing, and are successfully indexed. Every time pages are added to our store (ecommerce), we re-generate the xml sitemap. My question is: should we be resubmitting the sitemaps every time their content change, or since they were submitted once can we assume that the crawlers will re-download the sitemaps by themselves (I don't like to assume). What are best practices here? Thanks!

How Does Dynamic Content for a Specific URL Impact SEO?
Example URL: http://www.sja.ca/English/Community-Services/Pages/Therapy Dog Services/default.aspx The above page is generated dynamically depending on what province the visitor visits from. For example, a visitor from BC would see something quite different than a visitor from Nova Scotia; the intent is that the information shown should be relevant to the user of that province. How does this effect SEO? How (or from what location) does Googlebot decide to crawl the page? I have considered a subdirectory for each province, though that comes with its challenges as well. One such challenge is duplicate content when different provinces may have the same information for some pages. Any suggestions for this?

Will a CSS Overflow Scroll for content affect SEO rankings?
If I use a CSS overflow scroll for copy, will my SEO rankings be affected? Will Google still be able to index my copy accurately and will keywords used in the copy that are covered by the scroll be recognized by Google?

Off Canvas Menus
With the increasing use of a single codebase to serve both mobile and desktop sites and the use of off-canvas menus which are loaded but only displayed n mobile phones, does anyone have any view on whether this will impact google's understanding of the page. The off canvas menu is the same as the top menu but loads in its own divs at the bottom of the source. Any thoughts or anybody testing different methods

SEO for User Authenticated Content
Hi Everyone - I have a potential client who is seeking SEO for a site that contains about 95% of content only accessible through user authentication . Does anyone have tips for getting this indexed without having to open it up to the public? Changing CMS, are there SEO effects?
We want to change our cms from typo3 to CMS made Simple. We have done this already for another site and it effected the rankings. Have you got experience with this? What factors are important for SEO to consider? Is it normal when you change from cms the rankings will drop?
