Google displays multiple titles for same article. What does this mean?

I've linked to some screenshots so that it what I'm talking about makes more sense.
Sometimes, when I perform a search, I see an article with the correct article title listed as the page title in the SERPs. Other times, I see the wrong page title – it's a generic somethin' or other done by my client's web design company with a bunch of keywords thrown in. The latter (not the correct article title) also appears at the top of the browser tab for every article on my client's site.
I know this is bad, but what can be done about it? This would never happen if my client used Wordpress or some easily modifiable CMS, but they're using a proprietary one maintained by the group that designed the website.

Hi Green_Web,
It looks like you have the same default title tag for all of your blog posts. The main pages on the site look like they have more suitable title tags.
The blog section looks like it's in WordPress and has a default title tag in place, which hopefully is not hardcoded into the post template.
If you don't have access or have the ability to edit titles, I would suggest talking to the devs and get them to use the post name in the title, but ideally, you would be able to independently modify all page titles through a plugin like Yoast.
The reason you may be seeing a more suitable title tag sometimes is that Google won't always use your specified title tag in SERPs - it can sometimes use your h1 heading (for example) if it thinks that is more relevant to the user's search query.

Articles and what to do with them

Google not showing my website ?
The website is medicare.md. if you search for term "medicare doctors PG county maryland" it is #1 in bing and yahoo but not even showing on google.com first TEN pages, although not banned. Interestingly if you do that search on google.co.pk it is #4. Quite Puzzuling !! Would appreciate any help or advice . Sherif Hassan

Tags showing up in Google
Yesterday a user pointed out to me that Tags were being indexed in Google search results and that was not a good idea. I went into my Yoast settings and checked the "nofollow, index" in my Taxanomies, but when checking the source code for no follow, I found nothing. So instead, I went into the robot.txt and disallowed /tag/ Is that ok? or is that a bad idea? The site is The Tech Block for anyone interested in looking.

For Google + purposes, should the author's name appear in the Meta description or title tag of my web site just as you would your key search phrase?
Relative to Cyrus Shepard's article on January 4th regarding Google's Superior SEO strategy, if I'm the primary author of all blog articles and web site content, and I have a link showing authorship going back to Google Plus, is a site wide link from the home page enough or should that show up on all blog posts etc and editorial comment pages etc? Conversely, should the author's name appear in the Meta description or title tag of my web site just as you would your key search phrase since Google appears to be trying to make a solid connection with my name, and all content?

Sneaky Page Title?
Hi Mozzers, I am a newbie, for sure. But I have been able to figure out how to help my customer very well; with the help of SEOMOZ of course. Here is the question: My customer (ZR) has a competitor and they use the phrase ZR.com in the title of one of their high ranked pages. Please see the enclosed graphic for the complete story.
