Penalized domain, starting over. 302 or just add a link that site has moved?

Hello,
our .com domain got a fred update and to be honest we need to start over. Now my first idea was to 302 the domain as the penalty should not come with this. Other option is just to have a landing page saying, we have a new address its www.example.es . What would be better?

You first need to be clear if you received an actual penalty or just got on the bad side of an update and your rankings have just dropped and you are getting a less traffic than normal.
If you have an actual penalty you only have two options
- Work with Google web spam team to try and get the penalty lifted
- Get a new domain
If it is the latter then just getting your act together with some good quality content and and a good quality best practice SEO strategy although it may take a bit of time it should help if not resolve the problem.
If you went down the route of a new domain as Joe said you need to be aware of country specific domains don't rank as well in other countries. On the flipside in theory a country specific can help you rank within that country slightly higher than more general TLD's.
I would be careful about doing redirects, if your side has had a penalty it wouldn't be very hard for Google to work out what you have done.

There are a lot of things to consider here. For instance, do you want to be available to customers worldwide or do you only care to operate within Spain? A .es TLD will be a strong international targeting signal for Google and non-Spain rankings are likely to drop.
Secondly, moving domains can resolve link based penalties, however, many people speculate that Fred was a quality update that targeted excessive ads and low-value/quality content sites that put revenue before their users (Search Engine Land article). If that is what caused your site to get penalized, popping the same site up on a different domain will not change anything. Your best bet would be to resolve the onpage/content issues on the current domain in order to maintain that link equity that would be lost by moving domains (302 redirects do not pass link value).
Do you have reason to believe you are being penalized for links? Have you engaged in link building practices that could cause a penalty? Have you reviewed the back link profile? If there is a link-based penalty, 301 redirecting to the new domain could pass that penalty along. At the same time, providing a single link or using a 302 redirect will not pass your SEO authority.
I recommend taking action based on the recommendations in QuickSprout's 'Actions for those affected by Google Fred Update' article. Hopefully this will help you find a solution that will not involve moving domains.

Site Wide Footer Links Exception, Any Advice ?
I was reading the following Q&A on site wide footer links, http://moz.com/community/q/site-wide-links-from-another-domain-could-these-cause-a-problem I feel my situation is slightly different however,we have lots of international sites linking to each other through these links like our sites for different counties and languages so our German, French and Spanish sites, http://www.cirrusresearch.co.uk/ Our main UK site has always ranked very well and has never really had a problem despite always having had these followed sitewide footer links, Because of this we regularly get high amount of visitors performing English language searches from different counties and i don't think it is a bad thing having more country/language specific sites of ours available in the footer for visitors that may prefer a more localized site, Our main website has to be at least 10+ years old at least, has a lot of strong links compared to our competitors, but the smaller German and Spanish sites are relatively smaller in size and most only 1-2 years old, my big fear is that these smaller sites would not be able to stand on there own without these footer links from our main site, After reading the community question caused me to question this ?, should i take a leap of faith and no-follow all of these site wide footer links connecting all of our sites ? we never really had a problem ranking so i don't really see the need but would this be the best thing to do ? Unique domains vs. single domain for UGC sites?
Working on a client project - a UGC community that has a DTC model as well as a white label model. Is it categorically better to have them all under the same domain? Trying to figure which is better: XXX,XXX pages on one site vs. A smaller XXX,XXX pages on one site and XX,XXX pages on 10-20 other sites all pointing to the primary site. The thinking on the second was that those domains would likely achieve high DA as well as the primary, and would passing their value to the primary. Thoughts? Any other considerations we should be thinking about?

Why does Google add my domain as a suffix to page title in SERPS?
Hi, If I do a search in Google - for one our products on our site, our site comes up - but it would appear that google is adding our domain name as a suffix to our title in the results... Anyone else seen this? Can I do anything about it? I would prefer it not to appear. Thanks!

Should I 301 a penalized domain to another domains subfolder?
I have a niche domain seems to have been hit by Penguin. It had very good rankings before the update, and I think at least a good part of the penalty might be due to overoptimized anchor text. So here is the question; If I decide to take this site down, should I 301 the entire domain to a relevant sub-folder of another site? i.e comtemporaryfurniture.com to domain.com/category/modern-furniture.html Will the penalty get passed onto the new domain? If the penalty is partly due to anchor text, then pointing it to another site's subfolder would mean the tartget URL has more varied anchor text and could boost rankings.

How to move domain content w Penguin Penalty?
Hey guys, I've come to the conclusion the sheer amount of crap links a site of ours has is un repairable. We own a .net version with the same brand name so I'm planning to move our ecommerce store over with all its content. I can move the site in one swoop but I believe Google will see it as duplicate content if we don't allow the old site to de index first. I would simply take it down for a month but we still get some orders now and then. Anyone have any ideas? I was thinking of leaving an image up on each page that is no index no follow linked to the new site that explains the site is being moved, etc.

Transfer link juice from old to new site
Hi seomozzers, The design team is building a new website for one of our clients. My role is to make sure all the link juice is kept. My first question is, should I just make 301s or is there another technique to preserve all the link juice from the old to new site that I should be focusing on? Second Question is that ok to transfer link juice using dev urls like www.dev2.example.com (new site) or 182.3456.2333? or should I wait the creation of real urls to do link juice transfer? Big Site Wide Link
Hi Guys, I've noticed that Google is starting to de-value site-wide links... Our previous SEO agency sourced us a site wide link on a big website and at the moment within Google Webmaster Tools its showing 749,726 links from this 1 source. Do you think this is too many?
