I came across something interesting today.
So there is a business in one of my clients areas that had submitted and was being listed on google maps for some spammy locations. I went in and submitted feedback informing google of bad listings. Within 30 minutes or so my results for the same key phrase was different.
I decided to see why. I went to other browsers on my computer and searched that key phrase and the results went back to how I originally saw them before the feedback submission. I then erased my browsers cache and after this the results now showed the original results.
Does anybody know what cookies and such get placed in a browser that affect listing results?

I agree with the first two responses. The most important header tag is the H1 and it would be wise to put that as the very beginning tag with your main keyword in it.
The other tags are important but not as much and the order of the h2 and h3 isn't that important, at least from what I have experienced.

Here is a brief description of what I am doing and what happened.
I recently acquired a new client who had an unclaimed google business listing. We claimed the listing and within 2 days it was showing up for its main search term on Google. Almost immediately my client was receiving new calls from the listing. Within a week the listing no longer shows up with the other listings on the home page but does show up when searching on google maps.
Does anyone have a lot of experience with Google+ & business listings? If yes, what are some of the most common reasons listings might be removed, shuffled around, increased or decreased in ranking, etc.

So I have started to use custom post types and have noticed that they don't get ranked very well in Google. On the other hand a post will rank almost immediately.
Does anyone know any tricks for making custom post types rank as well as posts in wordpress?

I have a lot of websites that I am currently developing. Does anybody know of a website to find writers that are for hire.
For example, I have websites that are focused on home related content, websites focused on the printing industry, websites focused on bugs...etc.

When hiring an SEO company think more along the lines of inbound marketing vs outbound marketing.
The SEO package you described sounds a little bit more like outbound marketing. The goal with your website should be to make it attractive and good enough that it attracts customers.

It really depends on what you are trying to do. For example, what keywords is the company trying to rank you for? What is your website?

I don't think that it would hurt your site but minimizing your on page links could help your site's SEO performance. For example, if page x was a PR5 and it had only 3 links to internal pages on your site it will be passing much more value to these three pages than if page x was a PR5 and had 40 links pointing to different internal pages.
My suggestion is to have a focused SEO strategy with focused keywords that you are targeting.
