I've purchased a PR 6 domain what will be best use of it ? Should make a new site or redirect it to my low pr sites? Or I wasted my $100 ?

I googled and found this statement on joomla forum " the site Page Rank it's a combination of: content, relevance, design, visitors and backlink so the back links is the last. I have site with no backlink and have PR3."

Today while looking for expired domains i found many high pr domains, checked for fake pr found they are valid but there were zero backlinks pointing to them.Is this possible?

domain had thai language website but i want to build a english site on it but niche will same i.e technology , will that be a problem?

I want to make new site previous domain had  a different language will that be a problem?

What about using this pr6 domain to build a new site ?

I have a pagerank 1 website but i recently purchased one old pagerank 6 domain, if I 301 redirect this pr6 domain to my currrent pr1 site, will it will increase my site's pr and improve seo ?
