Can I increase my site DA and PA with nofollow backlinks? My site is about Flowers Names in Hindi.

There are different ways of doing that. You need high quality backlinks from good websites. The less quality and spammy links can negatively impact the Moz metrics. On-Page must be done well. Backlinks only help you to get traffic from other sites. But without quality On-Page it will have a negative impact on your website.
