Google is penalizing sites that do heavy link building full stop.. After the Panda 3.2.2 Update it was over for heavy link builders, and it use to work no doubt about it. The best way forward is great site architecture, great content, all the social media bells and whistles and hire a trusted link builder who can prove themselves..
