How much to change to avoid duplicate content?

Working on a site for a dentist. They have a long list of services that they want us to flesh out with text. They provided a bullet list of services, we're trying to get 1 to 2 paragraphs of text for each.
Obviously, we're not going to write this off the top of our heads. We're pulling text from other sources and trying to rework.
The question is, how much rephrasing do we have to do to avoid a duplicate content penalty? Do we make sure there are changes per paragraph, sentence, or phrase?

Perfect, Ryan. Rand touched on what I was really after with this video. We don't care if these couple of particular pages are indexed. We're trying to build a local search presence for this client, so we'll do that with the rest of the site. I was just worried that the rest of the site would be penalized if there was some dupe content on a page or two. His example of the children's hospital licensing content applied to our case.

If it doesn't pass copyscape.com then it won't get past the search engines. It's best to hire a content writer, or have the businesses write their own content. Either way, checking copyscape is always a good idea.

It will give you a much more thorough answer than just a percentage of uniqueness. But if you want that kind of answer I mostly hear guesses between 20% - 40% unique content.

Changes should be on deepest level - words/ phrases. Rephrasing alone is not enough if the words used are exactly same.
Also, to get most bang for SEO campaigns/ traffic, I'd try avoiding having content that is 're-written' from just 1 source. I would use many sources and sort of give a 'new take' on this newly merged comprehensive consolidated content piece. As I mentioned in another post, this huge content piece with a "new take" leads to your article being considered original and unique, and it also adds to likelihood of it attractive a lot more links than just a re-written piece would.

Canonical Tags - Do they only apply to internal duplicate content?
Hi Moz, I've had a complaint from a company who we use a feed from to populate a restaurants product list.They are upset that on our products pages we have canonical tags linking back to ourselves. These are in place as we have international versions of the site. They believe because they are the original source of content we need to canonical back to them. Can I please confirm that canonical tags are purely an internal duplicate content strategy. Canonical isn't telling google that from all the content on the web that this is the original source. It's just saying that from the content on our domains, this is the original one that should be ranked. Is that correct? Furthermore, if we implemented a canonical tag linking to Best Restaurants it would de-index all of our restaurants listings and pages and pass the authority of these pages to their site. Do mobile and desktop sites that pull content from the same source count as duplicate content?
We are about to launch a mobile site that pulls content from the same CMS, including metadata. They both have different top-level domains, however (www.abcd.com and www.m.abcd.com). How will this affect us in terms of search engine ranking?

Duplicate Content Question
I have a client that operates a local service-based business. They are thinking of expanding that business to another geographic area (a drive several hours away in an affluent summer vacation area). The name of the existing business contains the name of the city, so it would not be well-suited to market 'City X' business in 'City Y'. My initial thought was to (for the most part) 'duplicate' the existing site onto a new site (brand new root domain). Much of the content would be the exact same. We could re-word some things so there aren't entire lengthy paragraphs of identical info, but it seems pointless to completely reinvent the wheel. We'll get as creative as possible, but certain things just wouldn't change. This seems like the most pragmatic thing to do given their goals, but I'm worried about duplicate content. It doesn't feel as though this is spammy though, so I'm not sure if there's cause for concern.

Javascript tabbed navigation and duplicate content
I'm working on a site that has four primary navigation links and under each is a tabbed navigation system for second tier items. The primary link page loads content for all tabs which are javascript controlled. Users will click the primary navigation item "Our Difference" (http://www.holidaytreefarm.com/content.cfm/Our-Difference) and have several options with each tabs content in separate sections. Each second tier tab is also available via sitemap/direct link (ie http://www.holidaytreefarm.com/content.cfm/Our-Difference/Tree-Logistics) without the js navigation so the content on this page is specific to the tab, not all tabs. In this scenario, will there be duplicate content issues? And, what is the best way to remedy this? Thanks for your help!

Hiding Duplicate Content using Javascript

How do I deal with my pages being seen as duplicate content by SeoMoz?
My Dashboard is giving my lots of warnings for duplicate content but it all seems to have something to do with the www and the slash / For example: http://www.ebow.ie/ is seen as having the same duplicate content as http:/ebow.ie/ and http://www.ebow.ie Alos lots to do with how Wordpress categorizes pages and tags that is driving me bonkers! How to get rid of duplicate content
