Link Volume - calculate what you need?

Hi everyone, an interesting question here. How do you determien what link volume you should try and get into your website?
What analysis do you do to determine the number of links you feel is right to go into a back-link profiel every month? obviously there is no magic number but its an interesting question to know what others do.
Obviously you don't want to build too many or too little.
If you have been penalised for bad links in the past and are now back on track - how do you calculate the volume?
Do you take links dropping out into consideration?

Links can be a tricky thing however SEOMOZ really has some cool tools to figure this out such as LinkScape and others to determine where your domain is currently compared to your competitors. However that being said, I would not just focus on the links.. There are so many other aspects to getting good traffic and rankings, such as good content and a good product or service. Without those it is hard to get good quality links that will mater. The number of links used to matter and still have their value however if you focus on your core business and develop a quality site that keeps visitors engaged you will succeed much more than just looking for links.
Watch your bounce rates and your content find out what is working and what is not. Finding that perfect number will make you pull your hair out and will waste time when you could be doing better things for your site and company..

I just relaunched my website and changed a permalink structure for several pages where only a subdirectory name changed. What 301 Redirect code do I use to redirect the following? How does link juice flow through hreflang?

Should we nofollow footer social links?
Like most sites today we have a whole raft of social links in our footer, these are on every page of the site and link out to Facebook, Twitter, YouTube, etc Should these links be nofollow to avoid juice leaving our site or would you recommend allowing them to be followed to increase the power of these social sites? But I can't understand about "Low-quality directory or bookmark site links" Is there he talked about low page rank, Alexa or something else?

Self-referencing links
I personally think that self-referencing links are silly. It's blatantly easy for Google to tell and my instinct says that the link juice for this would simply evaporate rather than passing back to itself. Does anyone have information backing me up from an authoritative source? I can't find any info about this linked to Matt Cutts, Rand or any of those I look up to.

Links from the same server has value or not
Hi Guys, Sometime ago one of the SEO experts said to me if I get links from the same IP address, Google doesn't count them as with much value. For an example, I am a web devleoper and I host all my clients websites on one server and link them back to me. Do I need an XML sitemap?
I have an established website that ranks well in Google. However, I have just noticed that no xml sitemap has been registered in Google webmaster tools, so the likelihood is that it hasn't been registered with the other search engines. However, there is an html sitemap listed on the website. Seeing as the website is already ranking well, do I still need to generate and submit an XML sitemap? Could there be any detriment to current rankings in doing so?
