Service Location links in footer and on the service page - spamming or good practice?

We are are a managed IT services business so we try and target people searching for IT support in a number of key areas. We have created individual location pages (11) to localise our service in these specific areas.
We put these location links in the footer which went to the specified IT support pages respectively. Now we have created a general 'managed IT services' page and are thinking of linking to these specific pages on there as well as it makes sense to do it.
Would having these 11 links in the footer as well as on the 'managed IT services' page be spamming? or would it be good practice? If this is spamming, which linking location should hold preference.

Thanks for the response Roman.
So the on-page internal links are a must and the footer links probably should be avoided.
This was my initial thought but i was swayed by our increase in rankings for some pages as well as a similar business who have done this method and rank highly in most support areas.
Gaining back links is next in our to do list!

I definitely would not put these in the footer. Marie Haynes has a very good article on footer links that I normally reference: https://www.mariehaynes.com/footer-links-and-penalties/
Like Roman said, links in the footer don't offer much value anyway and put the site at risk for looking low-quality.

A link in the footer does not have the same value of a link in the body, check this article of Rand Fishkin about How Links in Headers, Footers, Content, and Navigation Can Impact SEO
Links in footers often get devalued
So if there's a link that you've got in your footer, but you don't have it in your primary navigation, whether that's on the side or the top, or in the content of the page, a link down here may not carry as much weight internally. In fact, sometimes it seems to carry almost no weight whatsoever other than just the indexing.

So what you can do?
Create 10 or 20 articles you can buy it or do it yourself, search for some blogs who accept guest post and submit your articles with this links to your site, so this links will give you traffic, relevance, and authority.
In summary, avoid footer links

Matching page for keyword doesn't show in search
Hello! I'm having an issue with my website Rooms Index, the website is in Hebrew so I'll provide examples in English for better understandings. When I'm searching Rooms by Hour in Haifa, google doesn't show the intended category page which is this, instead it shows my homepage in the results, this happens only for certain areas, while other areas are working well such as Tel aviv. For example if I searched day use in Las Vegas it'd show me the Las Vegas page dayuse.com/las-vegas, but searching for Brooklyn I'd only see dayuse.com. the pages are indexed and I can find them if I search site:roomsindex.co.il what could cause such problem?

I have a customer that services literally hundreds of towns. I'm trying to figure out the best way rank in each town. Should I create a landing page or a webpage for each city and optimize for each particular town ( facts/information about the town. SEO titles H1, H2 and alt tags? Thank you!

How to handle clients who want to target far away from their location?
In general, How do you recommend handling clients that are persistent about targeting a location that is very far away from their physical location, i.e. the client is in Providence, RI, but wants to target Boston, MA. I typically give them a discussion about how they will not rank in the 7 packs, particularly post pigeon, but wanted to know if the Moz community had any other tips since this seems to come up so frequently. What is the Best Keyword Placement within a URL for Inner Location Pages?
I'm working on a website with 100s of locations. There is a location search page (Find Widget Dealer), a page for each state (Tennessee Widget Dealers) and finally a page for each individual location which has localized unique content and contact info (Nashville Widget Dealer). My question is is related to how I should structure my URL and the keywords within the URL. Keywords in my examples being the location and the product (i.e. widget). Here is a quick overview of each of the 3 tiered pages, with the Nashville page being the most optimized: Find Widget Dealer - Dealer Page only includes a location search bar and bullet list links to states Tennessee Widget Dealers - Page includes brief unique content for the the state and basic listing info for each location along with links to the local page) Nashville Widget Dealer - Page includes a good amount of unique content for this specific location (Most optimized page) That said, here are the 3 URL structure options I am considering: http://website.com/widget-dealers/tennesee/nashville http://website.com/dealers/tennesee-widget-dealers/nashville http://website.com/dealers/tennesee/nashville-widget-dealer Any help is appreciated! Single sites per location as well as group site. Should we get rid of single sites & only keep group site.
Currently we have several single sites for each of our dealership locations as well as an automotive group site linking to each location(dealership) website. Currently there is no landing page for each location on the group site. To save money we were looking into beefing up our group site and getting rid of our individual location sites. 301 redirecting them to location landing pages on the group site website. Each site has about the same authority including the group site. Each dealership location resides in the same province(state) but some locations are a 7hour drive apart so not all within the same vicinity. I want to ensure we continue to rank well in each location. I won't be able to include all geographic locations in the title tag on the homepage of the group site due to the character restrictions. What would you recommend? Keeping the individual websites per dealership location OR focusing solely on a group website.
