Service Location links in footer and on the service page - spamming or good practice?

We are are a managed IT services business so we try and target people searching for IT support in a number of key areas. We have created individual location pages (11) to localise our service in these specific areas.
We put these location links in the footer which went to the specified IT support pages respectively. Now we have created a general 'managed IT services' page and are thinking of linking to these specific pages on there as well as it makes sense to do it.
Would having these 11 links in the footer as well as on the 'managed IT services' page be spamming? or would it be good practice? If this is spamming, which linking location should hold preference.

Thanks for the response Roman.
So the on-page internal links are a must and the footer links probably should be avoided.
This was my initial thought but i was swayed by our increase in rankings for some pages as well as a similar business who have done this method and rank highly in most support areas.
Gaining back links is next in our to do list!

I definitely would not put these in the footer. Marie Haynes has a very good article on footer links that I normally reference: https://www.mariehaynes.com/footer-links-and-penalties/
Like Roman said, links in the footer don't offer much value anyway and put the site at risk for looking low-quality.

A link in the footer does not have the same value of a link in the body, check this article of Rand Fishkin about How Links in Headers, Footers, Content, and Navigation Can Impact SEO
Links in footers often get devalued
So if there's a link that you've got in your footer, but you don't have it in your primary navigation, whether that's on the side or the top, or in the content of the page, a link down here may not carry as much weight internally. In fact, sometimes it seems to carry almost no weight whatsoever other than just the indexing.

So what you can do?
Create 10 or 20 articles you can buy it or do it yourself, search for some blogs who accept guest post and submit your articles with this links to your site, so this links will give you traffic, relevance, and authority.
In summary, avoid footer links

Should Multi Location Businesses "Local Content Silo" Their Services Pages?
I manage a site for a medical practice that has two locations. We already have a location page for each office location and we have the NAP for both locations in the footer of every page. I'm considering making a change to the structure of the site to help it rank better for individual services at each of the two locations, which I think will help pages rank in their specific locales by having the city name in the URL. However, I'm concerned about diluting the domain authority that gets passed to the pages by moving them deeper in the site's structure. For instance, the services URLs are currently structured like this: www.domain.com/services/teeth-whitening (where the service is offered in each of the two locations) Would it make sense to move to a structure more like www.domain.com/city1name/teeth-whitening www.domain.com/city2name/teeth-whitening Does anyone have insight from dealing with multi-location brands on the best way to go about this?

Google plus page multiple domains
Hi I have had a .com domain for many years linked to my google plus page and local verified to my UK office address. This site sells and advertises my products, some of them are uk only like the school and computers I sell and the rest are digital and world wide. I decided to start a .co.uk domain to be more targeted to the uk and advertise only the school and computers which I sell to the uk and just link to the .com for digital products. I want the .com domain to attract world wide customers and the .co.uk for uk customers. What do I do, does it make sense to connect my google plus business page to the .co.uk site? Should I still have a google plus page for the .com site? I only have 1 office and thats in the uk. Not sure what to do here. I dont want to lose rankings or do anything negative. Thoughts? Thanks.

Single sites per location as well as group site. Should we get rid of single sites & only keep group site.
Currently we have several single sites for each of our dealership locations as well as an automotive group site linking to each location(dealership) website. Currently there is no landing page for each location on the group site. To save money we were looking into beefing up our group site and getting rid of our individual location sites. 301 redirecting them to location landing pages on the group site website. Each site has about the same authority including the group site. Each dealership location resides in the same province(state) but some locations are a 7hour drive apart so not all within the same vicinity. I want to ensure we continue to rank well in each location. I won't be able to include all geographic locations in the title tag on the homepage of the group site due to the character restrictions. What would you recommend? Keeping the individual websites per dealership location OR focusing solely on a group website. Having portal page that takes you to website with a different url
We are in the planning stages for this. Our client wants his (as yet) domain name to be a portal page for this new campaign. His domain name is a non-keyword company name (i.e. widgetsgalore.com) We already have a website with content tailored to his business ready to go. In fact, we did a campaign back in '06 to '09 that was highly successful. At that time it was just the webpage with a keyword rich url. Now for some reason the client wants his company name url (widgetsgalore.com) to be the portal page (landing page) that once potential clients click on it takes them to the website with the content. What are the pros and cons of doing what client asks about making his widgetsgalore.com a portal page vs. going directly to the url with all the content/forms, etc? This is a local site, with audience limited to southern california.

Recommendations on implementing regional home pages
My site is a directory that serves several regions. Each region has it's own "home page" with specific content for that visitor about their region. Right now we use Google location recognition after you visit the home page to redirect you to your regional home page. I am in the process of reviewing the best way to implement our home page for SEO purposes.
