Google My Business for Municipalities?

I'm working with the City of Lakewood, WA, on an image campaign that overlaps a bit with some SEO goals. If you Google "Lakewood, WA", in the knowledge panel to the right of the search results is an image of building on fire. I'm not sure where this image comes from or why it has been selected as the image to represent the City of Lakewood but its been there for a while. If this was a small business, I would simply claim their Google My Business page and feed some good images into it. Problem solved. But Google doesn't offer an option to "Claim this City". LOL. Can you create a GMB page for a municipality? Does anyone know the right thing to do here to make this picture go away and give the city more control over its own image?

Thanks, Joe. Appreciate you taking the time. All the testing from my team and the client show no signs of fire now too. So, mission accomplished. One takeaway here seems to be that Google actually pays attention to the Feedback tab.

Hello Paul,
I'd imagine that Google applies the same rules worldwide assuming that the municipalities are governed in a similar manner. I would set up the municipality as one would a business.
I've also Googled "City of Lakewood WA", no fire-related images to report as per my screenshot, I searched in incognito mode also

Do you have any insight into the claiming process? I see you're in Australia. I wonder if the process is the same worldwide. On an interesting note, I used the Feedback tab at the bottom of the insights panel to tell Google that the picture of the burning building was not a fair representation of the city. It's been there for a year or more in all its smoky glory. Today when I Googled "City of Lakewood WA" and "Lakewood WA", I saw the same knowledge panel but no hellish hotel fire picture! So maybe the problem is solved. Do you mind checking to see if you have the same experience (i.e. no fire picture)? I'm not sure if Google notes a preference of mine and changes everyone's experience or just mine.

Yahoo Local Business Listings Hijacked
We are a solar company with three locations. When claiming our business listings on Yahoo (Yext), we noticed that one of them had already been claimed. The name of our company and our phone number were changed to a lead generation company. Upon further inspection, this company has hijacked hundreds of listings throughout the state and the country. On every hijacked listing, the company name is changed to "Solar Connector" and the phone number is changed to a unique local number, but all the other information is left the same. Now when people think they are calling our business, they get a shady lead gen company instead. I have submitted a request to Yext and have tried (and failed) to find a support phone number. This is a widespread, blatant fraud, and I would hope they would have interest in fixing it. Solar Connector (fake name) is associated with SolarAmerica.com, which is run by Clean Energy Experts, which was purchased by Sunrun (a publicly traded company). My specific question is, does anyone have any insight on the best method for getting help from Yahoo/Yext? Other than through their "help portal" on the website. I need to speak with a human being.1 -
[Local Search] Do you get penalized by using a Google Voice number for each seperate business location?
My client is expanding and opening up separate locations and I will be getting all their online business listings up and running. The client wants to use a single 1-888 number for all locations, however, it was my assumption that they would need a local number for each location to improve their ranking. Could I suggest using free Google voice numbers that get forwarded to their 1-888 number or will Google discredit us for this?

Can I request removal of a duplicate competitor Google Business listing?
I have a local competitor that is boggling me with his local pack rankings. For certain keyword phrases, he is ranking in multiple local 3 pack spots. The thing is, he only has one business location. So basically he has two different Google maps listings for the same business location ranking in the local pack. The NAP information is different for both listings except for the physical address. I can't understand for the life of me how this is actually helping him instead of hurting him.... My client has way more citations. A decent blog with solid content. An SEO optimized mobile website (compeititor website is not mobile ready). Etc..... Don't get me wrong, my client is doing really well and is ranking top 3 in his area for nearly 30 industry related keyword phrases. I guess that is part of the reason I'm so boggled. Can anyone provide any insight? Can I bring this up to Google and have them remove the duplicate listing somehow? I'm literally sitting #4 in the local pack for some valuable keywords, and the only reason I'm not #3 or higher is because the same physical business location is taking up two of the spots. Should I change my local listing Service type from Brick and Mortar to Service Area in Google? And will it affect my ranking in a negative manner?
Currently my company Big Boy Bail Bonds, Inc is ranking very well for the city it is located and, currently service type is brick and mortar. But my Company does not only service people at our location but we service the entire county of Los Angeles. And I wanted to know if you would advise me on weather I should change the service type from brick and morter to service area. and if doing that would effect me in a negative manner when it came to my ranking? Does Google Penalize for Hiding Address?
I have a situation where a client is working out of their home. I know that Google does not like when you list a business with a home address so we have hidden the address on Google, but are wondering if Google penalizes businesses for hiding it? When listing them to other directories we do our best to find ones that we can hide the first line of the address. But does that matter? Should we just be listing to our normal directories with the address visible? Does a mix of hidden addresses and visible ones hurt your rankings? Thanks in advance for your help!

How To Change Image Used In Business Knowledge Graph...
How can one change the image that Google shows in a business' knowledge graph in the SERPs? And the image I am referring to is the one that typically appears to the left of the map within the knowledge graph box, above the business' name. The current image that is being used in my client's case is an image that was uploaded in their Google+ My Business profile, but there doesn't appear to be any particular reason why that one was chosen (it wasn't the first or last image uploaded, nor is it selected as the profile picture). As user-interaction increasingly becomes important in rankings, I would like to change this to something more attractive. Thank you for any help and guidance!
