Tool for Local Keyword Research by US State

I want to find out keyword research about a specific US State but Google's tool only gives me data by Country.
Is there something else I can use?

Good advice from Robert. I want to add that it's important to understand that, if what you're engaging in is a local campaign, there is currently no keyword tool that will give you accurate city-related search volumes. From your question, I'm not positive whether you are looking for this (for example, looking for search volumes for terms like 'pizza chicago' or if, because you mention searching on a state level, your intent is something other than this.

Yes, it is 'geared' towards ppc, but that should be a small issue. Another step or two will likely get you close to where you want to go.
When I do KW research (we do SEM, so PPC and SEO) for some great clients. You have to put in a max CPC to get the table when using multiple KWs. Ignore that it is PPC.
When table shows after max CPC (if CPC is $20 max go to $21) so that I get the max clicks available. Then, go back to Keyword tool (helps if you duplicate a tab and have them side by side). In the KW tool I add the same keywords but with the state (auto tires and auto tires Texas, replacement tires and replacement tires Texas, so forth) I also do broad and exact match - this gives me a sense of what are people really searching on for a localized client.
Then, I can infer the search traffic from the impressions that show on the traffic estimator by looking at all. Again, you put it in using an excel file and you can export for the inference piece. No, it is not a perfect tool, but if your list of KW's is not overly long you can at least get a good idea.

However, the Traffic Estimater seems very geared towards PPC not SEO and that it can only give me the potential of a single not keyword, but comparison of many keywords or assistance expanding my list.
Am I missing something? This seems like something that should be relatively easy....

In the keywords tool at upper left you will see: Tools, Keyword Tool, Traffic Estimator. Click on the Traffic Estimator. (see Image)
In this, when you click on location you have the option to target by City, state, etc. You will note that once you start you will be given the option of advanced search which will give you a map that is convenient if doing more than a couple of states/cities. If you do some and get a redundant error, it is likely that you left in US and just need to delete it from the search. (this is all fairly straight forward). A caution is that if you have a fairly long list and ran it in KW tool without using a csv/excel file, copy it before going to the Traffic Estimator as it will be lost and you will need to retype.
This should help you in targeting.

Point of diminishing returns for keyword research?
Hey, something I've been thinking about lately is "where is the point of diminishing returns for keyword research detail?" I get that keyword research is important for finding out stuff like "people generally search for 'doctor' way more often than they search for 'licensed medical professional'", but what about after that? Is there much useful information to be found by sifting through spreadsheets of stats about "doctor" vs "dr" vs "doctors" vs "physician" vs "physicians" etc? Especially when Google seems to treat a lot of those as interchangable? Or another example: If a remodeling company did basements, do you think there's much to be gleaned from AdWords data comparing "basement remodeler", "basement remodelers", basement remodeling", "basement remodeling contractor", "basement remodeling contractors", "basement renovation", "basement renovations", "basement renovators", "finished basements", "basement finishers", "basement finishing", etc.? Should those variations be analyzed and each targeted by their own sets of pages and pieces of content (e.g. a blog post that specifically targets "basement remodeler" and a blog post that targets "basement finisher" and a third blog post that specifically targets "renovated basement") Or should the takeaway be "there aren't any combinations that people overwhelmingly prefer to use, so let's just make content about basements and topics relevant to basements. Keyword research complete."

Optimizing for Local Terms
I am just building my website and planning keyword strategy for my pages. How much is too much in terms of optimizing locally? So if I want "web design firm birmingham al," is it overkill to add that in the URL slug, title tag, essentially all the on-page optimization? /web-design-firm-birmingham-al much uglier than web-design-firm Obviously, would prefer to think big and believe it can go beyond one city to compete in other markets statewide or regionally, thus, optimizing for one city is too narrow (and there's the ugly url thing). I'm working on offsite local optimization, so I'm thinking this will not be necessary. Thoughts?

Am I Doomed with Low Volume Keywords?
I've been pursuing an internet startup for over a year now. We've figured a lot of things out along the way and even managed to start making some modest revenue ~$3,000/month. We're just now starting to dig into SEO and I'm realizing that most of our keywords aren't very high volume. The best have 1,000 local searches per month (exact match) with most being a couple hundred local searches. I'm worried that I've picked a market that's too small, but I don't have the SEO experience to know if this is normal or not. Most of my keywords are rated 'highly competitive' and also are stacked with CPC ads upon Google search. I'd love to know what others' experience with keyword volume is and if I'm just overreacting on limited knowledge. Thanks!

How do you limit the number of keywords that will be researched
I'm working with a client who has a website, but doesn't really have a clearly defined idea of who their key audience is nor do they know what keyword phrases they would like to rank for. I know that I can generate a starting list by reviewing their site, but I want to set some parameters on it so I can provide an accurate estimate. I'm looking for suggestions on how to do this.
