Are "Redirect 303 & Iframe" types of backlinks? google count them?

Mostly no on iFrames, or not in a reliable way. Redirect 303 is more uncommon, but similar to a 302. Either one is not the way to permanently send old content to new. How to get rid of bad backlinks
So I noticed my rankings going down and spam score going up. So under my spam score there are over 100 links for different websites but ALL redirect to semalt.com I researched it and it says they hijacked a bunched of backlinks but don't know much more. How can I get rid of all those backlinks? I was told I could use the disavow tool but apparently that can hurt my ranking as well. The semalt.com site has no backlink to me - it looks like the pages that have/had my backlinks, they've redirected to them. How can I check a website to see if it is "nofollow"?
I'm a little new to SEO, so maybe this is obvious to some . . . I'm attempting to build backlinks by submitting articles, posting on forums etc. I just wrote my forst article for ezine and submitted it. I was feeling pretty good about myself until I mentioned it to someone trying to sell me their SEO services and he said that ezine articles are considered "nofollow" on all their links. Well, that was pretty frustrating to hear! It got me wondering, how many of these other sites have all their posts and blogs listed as "nofollow"? Is there a way for me to figure it out ahead of time? Obviously, there are only so many hours in the day and I would rather focus on posting on sites that will actually help me build backlinks!
