Which is the best directory submission service out there? And which are the key directories to get your site listed in?

The best I have ever used is http://www.localsitesubmit.com they hand submit to hundreds of directories.

Using directories for SEO is probably not the best way to spend your time, and if you use a submission service getting a ton of submissions at once will most likely result in negative results.
The ONLY time I use directories is when I have a client looking for "local" listings. And even then I use it with the concept that it will help us get more traffic from visitors to those directories.
The links aren't worth the time in my view....

But do it ourself or someone from our company.

NoFollow & Directory Scraper Backlinks
I was wondering how important it was to remove/disavow: NoFollow backlinks - many ("buy viagra" etc). Directory backlinks - many questionable/generic directories. Obviously the focus is the equity passing links but both of the above constitute a significant proportion of backlinks to the site - I've seen that "scrapers" are seen as natural and obviously NoFollow do not pass link juice - but does the sheer number have a bearing and therefore make them equally important to address? What is the best way to remove a link that redirects to a spammy site?
I've got a new client and I'm trying to clean up their backlinks. There are several links that all redirect to this spam site http://www.expert-lender.com. All of the websites appear to be real, i.e. http://www.sammorganhomes.com/ but the actual links i.e http://www.sammorganhomes.com/wp-fav/backup/supplement/semitruckleasing.html are in a sub-directory and redirect to the spam site. I don't know if these links were from the previous SEO company or if they paid someone to create these or if these sites have been hacked. Can anyone tell me what is going on here and what should I tell these site owners?

Paid Directory Links
To my surprise, I couldn't find a clear answer to the questions "Do paid directory links violate Google guidelines?" I know Matt Cutt's recently had a video on paid links, but it didn't really cover paid directory links. Are well-curated directory sites that charge for inclusion violate Google's guidelines? A good example would be the business.com directory.

Is there any good blog submission site which does not have long waiting period before article is published and which allows followed link from blog? I have a list of such blog submission sites but they all either need weeks delay till it gets approved or never gets approved. So I would really appreciate If you can tell me some of such sites that you are aware of..
