Ever seen this tactic when trying to get rid of bad backlinks?

I'm trying to get rid of a Google penalty, but one of the URLS is particularly bizarre.
Here's the penalized site: http://www.travelexinsurance.com.
One of the external links Google cited as not being natural that links to the penalized site is: http://content.onlineagency.com/index.aspx?site=6599&tide=769006&last=3111516
In the backlink profile of the penalized site, there are about 100 different backlinks pointing to www.travelexinsurance.com from content.onlineagency.com/...
So when I visit http://content.onlineagency.com/index.aspx?site=6599&tide=769006&last=3111516 it actually is displaying content from http://www.starmandstravel.com/787115_6599.htm, which you can see after clicking the "Home" button. That company is a legit travel agency who I assume knows nothing about content.onlineagency.com and is not involved in whatever is going on.
And that's the case for every link from content.onlineagency.com.
So I'm just wondering if someone can help me understand what sort of tactic content.onlineagency.com is using. One of my predecessors I fear used some black hat tactics. I'm wondering if this is a remnant of that effort.

They've messed up in general really. They should be blocking robots to what appears to be the CMS for their clients use as there are surely numerous effects on their clients (cannibalization caused by the duplication of pages, for instance). As Mike said they've not taken into account the SEO aspects of the way they've implemented their system.

Michael has it right. Online Agency (onlineagency.com) build websites for travel agencies. In the URLs you gave, Patrick, you can see some sort of ID for the site (starmandstravel.com). I guess that this content.onlineagency.com subdomain is the content management system to allow the travel agencies to update their content.
Google may be interpreting lots of similar/related websites on the same infrastructure as an attempt to game its algorithms (they have the same nameservers, although different c blocks but many of the other sites built by that agency also share the same c block [..170.140]).

I don't think there is any tactic happening. They simply are building lots of mini websites for their clients and messed up on no following affiliate links. it appears that they have not done any of the basic SEO audit work on their system. Nothing deliberate here IMHO.

Thanks for the input. I've never seen something like this before, nor can I really tell why it would benefit content.onlineagency.com, but I figured perhaps this was a normal black hat tactic I had not heard of.
Perhaps if it is a tactic to get travelexinsurance.com more inbound links, it's somehow designed to copy relevant content from someone else that is already pointed at travelexinsurance.com, and then simply create another backlink, piggybacking on the content.

That is a strange one.
It seems that content.onlineagency are themselves a travel company (http://content.onlineagency.com/c/74/74684/7466411_74684.htm)
It's strange that they have that page that is clearly copied.
I can't see any connection between the 2 companies, apart from their websites are quite similar in terms of quality.
The only thing that I can think is they are actually competitors and somebody is trying some sort of negative SEO tactics.
But this shouldn't really effect your clients site, just disavow and move on is my advice

So if I understand you correctly, your client who's penalized is www.starmandstravel.com, and you're seeing in their GWT backlinks list a ton of links from content.onlineagency.com/index.aspx?site=6599 and one or both of the other parameters are varying, right?
So then your question is: where are the onlineagency pages linked from?

My guess is no. I'm fairly new here, but I'm sure my predecessor would not have.
Or are you asking if these websites who link to use are using canonical URLs? My guess in that case is they wouldn't be either.

Backlink Indexing - will this technique hurt or help?
So I came across this idea on YouTube: Indexing your backlinks. I understand its not enough to just have google crawl your pages - you want them indexed. So, if you create backlinks on say a blog or social profile, will it benefit you to have them submitted to other popular blogs, news / pr sites, video channels - of which may be unrelated - for the sole purpose of getting them not just crawled but indexed? There are SEO companies that I have seen that claim they do exactly that (publish your backlinks all over the web - making backlinks for backlinks) but in reality is this a good thing or a bad thing? Could this help rankings or hurt them?

Pages mirrored on unknown websites (not just content, all the HTML)... blackhat I've never seen before.
Someone more expert than me could help... I am not a pro, just doing research on a website... Google Search Console shows many backlinks in pages under unknown domains... this pages are mirroring the pages of the linked website... clicking on a link on the mirror page leads to a spam page with link spam... The homepage of these unknown domain appear just fine... looks like that the domain is partially hijacked... WTF?! Have you ever seen something likes this? Can it be an outcome of a previous blackhat activity?

Asynchronous loading of product prices bad for SEO?
We are currently looking into improving our TTFB on our ecommerce site. A huge improvement would be to asynchronously load the product prices on the product list pages. The product detail page – on which the product is ordered- will be left untouched. The idea is that all content like product data, images and other static content is sent to the browser first(first byte). The product prices depend on a set of user variables like delivery location, vat inclusive/exclusive,… etc. So they would requested via an ajax call to reduce the TTFB. My question is whether google considers this as black hat SEO or not?

Tags on WordPress Sites, Good or bad?
My main concern is about the entire tags strategy. The whole concept has really been first seen by myself on WordPress which seems to be bringing positive results to these sites and now there are even plugins that auto generate tags. Can someone detail more about the pros and cons of tags? I was under the impression that google does not want 1000's of pages auto generated just because of a simple tag keyword, and then show relevant content to that specific tag. Usually these are just like search results pages... how are tag pages beneficial? Is there something going on behind the scenes with wordpress tags that actually bring benefits to these wp blogs? Setting a custom coded tag feature on a custom site just seems to create numerous spammy pages. I understand these pages may be good from a user perspective, but what about from an SEO perspective and getting indexed and driving traffic... Indexed and driving traffic is my main concern here, so as a recap I'd like to understand the pros and cons about tags on wp vs custom coded sites, and the correct way to set these up for SEO purposes.

Finding and Removing bad backlinks
Ok here goes. Over the past 2 years our traffic and rankings have slowly declined, most importantly, for keywords that we ranked #1 and #2 at for years. With the new Penguin updates this year, we never saw a huge drop but a constant slow loss. My boss has tasked me with cleaning up our bad links and reshaping our link profile so that it is cleaner and more natural. I currently have access to Google Analytics and Webmaster Tools, SEOMoz, and Link Builder. 1)What is the best program or process for identifying bad backlinks? What exactly am I looking for? Too many links from one domain? Links from Low PR or low “Trust URL” sites? I have gotten conflicting information reading about all this on the net, with some saying that too many good links(high PR) can be unnatural without some lower level PR links, so I just want to make sure that I am not asking for links to be removed that we need to create or maintain our link profile. 2)What is the best program or process for viewing our link profile and what exactly am I looking for? What constitutes a healthy link profile after the new google algorithm updates? What is the best way to change it? 3)Where do I start with this task? Remove spammy links first or figure out or profile first and then go after bad links? 4)We have some backlinks that are to our old .aspx that we moved to our new platform 2 years ago, there are quite a few (1000+). Some of these pages were redirected and some the redirects were broken at some point. Is there any residual juice in these backlinks still? Should we fix the broken redirects, or does it do nothing? My boss says the redirects wont do anything now that google no longer indexes the old pages but other people have said differently. Whats the deal should we still fix the redirects even though the pages are no longer indexed? Is it negative to put a backlink into the footer's website of our clients ?
Hello there ! Everything is in the subject of this post but here is the context : we are a web agency and we, among others, build websites for our clients (most of them are shops). Until now, we put a link in their footer, like "developped by MyWebShop". But we don't know if it is bad or not. With only one website we can have like hundred of backlinks at once, but is it good for SEO or not ? Will Google penalize us thinking that is blackhat practices ? Is it better to put our link in the "legal notices" or "disclaimer" part of the websites ? What is the best practice for a lasting SEO ? I hope you understand my question, Thnak you in advance !

Ever seen a black hat SEO hack this sneaky?
A friend pointed out to me that a University site had been hacked and used to gain top Google rankings. But it was cloaked so that most users wouldn't notice the hack. Only Googlebot and visitors from Google SERPs for the spam keywords would see a hacked version. I've dealt with hacks before, but nothing this evil and sneaky. Ever seen anything like this? This is not our client, but was just curious if others had seen a hack like this before.
