Can I request removal of a duplicate competitor Google Business listing?

I have a local competitor that is boggling me with his local pack rankings. For certain keyword phrases, he is ranking in multiple local 3 pack spots. The thing is, he only has one business location.
So basically he has two different Google maps listings for the same business location ranking in the local pack. The NAP information is different for both listings except for the physical address. I can't understand for the life of me how this is actually helping him instead of hurting him....
My client has way more citations. A decent blog with solid content. An SEO optimized mobile website (compeititor website is not mobile ready). Etc.....
Don't get me wrong, my client is doing really well and is ranking top 3 in his area for nearly 30 industry related keyword phrases. I guess that is part of the reason I'm so boggled. Can anyone provide any insight? Can I bring this up to Google and have them remove the duplicate listing somehow? I'm literally sitting #4 in the local pack for some valuable keywords, and the only reason I'm not #3 or higher is because the same physical business location is taking up two of the spots. Any help is appreciated. Thanks!

Yeah, kinda figured I was going to be on the short end of the stick on this one. I'm really hoping someone with some successful experiences removing duplicate competitor listings can assist me. I mean it's kinda crazy. The competitor website is seriously lacking, but somehow seems to cling in the local pack somehow.

I know it's frustrating, we have come across lots of listings like this in the past. About the only thing you can do is flag the listing and explain that it's a duplicate listing. You might have several people using different Google accounts flag the listing, as well.

Hi Moz community, Our business listing on Google show some unbelievable statistics. According to their insights, we have 21K "Listing on Maps" and 1K "Listing on Search". This is impossible. Radius Size around GMB location for google local search

How wide is their search 'reach' according to Google? Can I use a shortened version of our company name for local search or does it need to match the name registered at companies house exactly?

Should I change my local listing Service type from Brick and Mortar to Service Area in Google? And will it affect my ranking in a negative manner?
Currently my company Big Boy Bail Bonds, Inc is ranking very well for the city it is located and, currently service type is brick and mortar. But my Company does not only service people at our location but we service the entire county of Los Angeles. Getting Google To Correct Your Citation
Over the last few months, I have done everything other than drive out to California and bring google flowers to get them to edit the stupid zipcode for our downtown Tampa office. Google Places Multiple Phone Numbers
Hi Guys, Looking for a advice on having multiple phone numbers. We have dealers who have both a sales phone number and service phone number for the same address. Is it possible to specify this in Google Places so both numbers are displayed in the SERP GP listing as shown below link? Hello, I'm helping 2 clients with Google Maps Client 1

Has 4 Locations, I claimed all 4 but when searching his name only 3 are showing up on the first page.
All 4 show up when clicking on "More results" Client 2
Has 3 Locations, all of them were claimed by another company 1 year ago. But now I cant re-claim them unless the other company releases them but that wont be easy. Any suggestions? Also, when dealing with multiple locations is it better to have 1 email address for all or 1 email for each? Thanks0 -
