Backlinks from translated content

Hello,
We have quite a few articles "out there" that give us backlinks.
We were thinking of also translating the content and submitting it to local content websites, so it can provide us with more backlinks.
The main questions here, will this content be recognized as the same content as the English version?
Also, being in another language, some of the anchor text might not hit the English keyword. Not sure how Google sees it.
Any advise on the matter?

Other websites copy content and giving a link back
Hi, I've just noticed a few back links in Google Search Console, I was excited. But when I saw the backlinks, 2 other websites that had completely copied my content and then gave a backlink to my website. Is this bad for SEO and would google penalise my website for this?

Backlinks from different TLD's impact
Hi MOZ'ers, I'm wondering what the impact of different TLD backlinks is for same language pages. For example: we're on a website that has a German national TLD .de. We're earning backlinks and they are coming from .de as well as .ch (Switzerland) or .at (Austria) pages. What would be more desirable, and how big would you consider the difference? Backlinks from non-relevant site
There's a forum I used to participate in that allows you to include a link to your website in your signature block. I have over 500 posts in the forum so that provides a lot of backlinks to my website. However, I recently decided to remove my website link from my signature for two reasons: The forum is 95-99% dead. Hardly anyone uses it anymore. BTW, the website that houses the forum is still popular within is niche (articles, etc). Just the forum appears to be dead. The website and its forum really have no connection whatsoever to my business. I'm in a completely different niche. However, I have no idea if I've made the right decision. Will removing my signature and the backlinks hurt my site? Or will it help it since the other site really isn't related to mine? Thanks for any thoughts on this!

Do backlinks which contain parameters pass value
For some of our partners, we use our own tracking string in the url i.e. www.mysite.com/landingpage.html?partner=123456 . This has caused backlinks to be created to our site containing the partner string. I was wondering if these links would pass value to www.mysite.com/landingpage.html and the tracking parameters would be ignored or would Google treat www.mysite.com/landingpage.html?partner=123456 as its own page. If it did treat it as a seperate page, could you reclaim some of it using the canoncial tag?

Changing backlinks anchor text
Hi, I've read a few blog post here that suggests the strength of building links using your brand as an anchor text. This supposedly gives the site authority. Currently a chunck of the back links to my homepage are on generic terms i'm trying to rank for which doesn't seem to be working very well. I was thinking of contacting the various webmasters to change the anchor text to that of the site brand name but wondering if this will signal a manipulation of links to the search engines and potentially could be flagged as paid links? Has anybody done this before and what is the danger of doing this? Thanks Duke

How important are edu and gov backlinks?
I have heard that edu and gov backlinks are important but how so in a niche area like mine - real estate? Perhaps I am missing the point but I do not see how either type of site would ever backlink to a commercial real estate entity. If these are that important in theory, are they obtainable in practice?
