What impact does multiple links from the same c-block have on SEO?

Recently there's been a move made in my company to only allow backlinks from websites on different c-block IP addresses. The most links we have from one c-block is 15. There is a wide variety of other IP addresses linking to our site as well. My question is - do we need to be so restrictive with using websites from the same c-block as long as the neighbourhood is good and we're not linking sites with full identical IPs (matching d-block as well)?

We're not even talking identical IPs in this situation, we're talking matching c-block but unique IP. Would your answer still be the same?

If you take links from c class ip sites which are handled from the same company/owner, then it is harmful. if owner/company is different, then no problem.

Impact of distribution of backlinks across multiple pages
Community, I would be interested to see if anyone has been seeing any experiments, experience documentation, or other data that would give context around the impact of pointing backlinks not just to your money page / home page but distribute it across pages. When doing competitive research I often run into competition which has lower domain strength and page rank but a link profile that is more spread out across their domain; these competitors often outrank my site despite their individual page properties being weaker. Any reference to existing documented experiments, personal experience or guidance is welcome.

What is a good ratio of total links to linking root domains?
Is 100 total links for every linking domain too high? I suppose I could also look at ratios of sites that are doing well in the rankings.

Does the ratio of external nofollow links to external "do follow" links matter in terms of SERPs ranking?
My site has an external link nofollow:dofollow ratio of approximately 1:1 That is, there are about as many nofollow external links as "do follow" external links. I have an impression that the ratio of no-follow to "do follow" links is a factor in the way that our website shows up in SERPs. I have the impression from reading a variety of sources, and from looking at Seomoz, that calculate "trust" factors as if they mattered (in SERPs), that seem to value a relatively low nofollow:dofollow ratio. Which passes most link juice a text link or an image with the correct 'alt' attribute? Do the pass the same amount or is one more valuable than the other?
