Should I keep, or disavow PA 1 DA 0 backlink?

Hi,
I am doing link cleaning, and still a bit new to this, and would appreciate the community's help
So, I have a site which has quite a lot of low DA (or no DA) follow backlinks. BUT,
- the links are from my niche
- the sites are not spammy
- the anchors are okay
- and they are from good Geo location for me
The only negative thing is that these sites are a bit "dead" meaning that there is no new content, and thus there is no traffic or clicks coming from them.
Should I keep those links or disavow them?
To me these links are natural, but do they help me at all....
FYI I have plenty of good DA links. But what do you guys think, if I disavow all these low DA backlinks, does Google think that I am trying to manipulate my backlink structure to look better than it naturally is?

I don't think that Moz doesn't care about when the content was published.
Keep in mind that Moz and Ahref mostly weight and analyze their backlink profile, thus it's possible that they haven't discovered any backlinks and their metrics can be low.Hope it helps.

It sure helps in decision making.I guess I'll just filter and disavow really spammy backlinks with viagra and other medicine anchor texts.
Yeah, I have also noticed big differences with different tools. Quite often for example Ahrefs gives 0 DR and 0 UR, and Moz gives 25 DA and 12 PA on the same domain / url. This has been the case quite often with some old blogs with no updates in couple years. Maybe Moz doesn't care when was the latest content added to the site. Or maybe Ahrefs gives much less value to sites which don't get new content, and puts the score down much more.

Google said it many times that they are pretty good at detecting bad links thus they encourage us to disavow links only when a manual penalty has hit your site or when you dont trust Google's algorithms and/or do know that those links are really hurting you.
That said, my personal opinion, don't bother at all.
Also, please keep in mind that private metrics as PA, DA, TF, CF or whatever do not reflect what google sees. Those companies with their algorithms try to simulate what Google understands so don't fully rely on them.Hope this helps.

Homepage keeps disappearing and reappearing for important keywords every few days
My homepage keeps disappearing from the SERPS for my most important keywords. My home page has been in number 2 position for years. When the home page disappears it will not even show in a Google search for my business name although it is still indexed. When the home page is not showing an internal page shows instead but in position 6. When the home page is back the internal page does not show. There are no issues being reported in Google Webmaster. When I realise that it's down I do a fetch as Google and request reindexing. No idea if this is bringing it back or not? We are so worried about this and totally at a loss. Why does my ecommerce category page have such low PA?
I'm a bit of a newbie to the game and I've learnt a lot over the past couple of days with a Moz subscription. I'm starting to put together a strategy to improve our SEO performance and get our site ranking higher for some specific terms. We have a low domain authority at 25. The page I am concerned about is one of our main product categories, link here. About a year and half a go we changed our domain name and did a 301 redirect on all our category, products and content pages. Would this have affected anything? These redirects are still in place. I also notice OSE shows now inbound links. I'm almost certain there are a few around though. Most recently we've been investing in unique descriptions for all products in this category at around 60 words per product, this excludes the product features in a tabular format. I appreciate this isn't many words. I have also read a lot about faceted navigation and this category suffers from a very flat product structure were facet navigation is used heavily by the user to find a product that matches their requirements. Does anybody have any ideas about this?

DIsavow links even without a penalty?
This is a sort of follow-on question from a previous one I asked, where I was being advised to do this. I've inherited a poor client link profile from a previous provider, with tons of partial match links for "IT support" on a lot of low quality directories. It has been at least a year now since they were built, and I'm concerned that the abundance of them will make it harder to rank for any "IT support" keywords due to over-optimization. This is frustrating since "IT support London" is the main keyword for the home page. On the previous thread, I was advised to disavow these old links and move on, though I have heard from many in the SEO community (and read) that using the disavow tool unless absolutely necessary (i.e. In the case of a penalty) is a mistake, since it is effectively notifying Google that you have been "misbehaving" and you should stay away from sending these types of signals altogether. Can anyone with experience in this matter please advise on this? Thank you in advance.

Moving to a new site while keeping old site live
For reasons I won't get into here, I need to move most of my site to a new domain (DOMAIN B) while keeping every single current detail on the old domain (DOMAIN A) as it is. Meaning, there will be 2 live websites that have mostly the same content, but I want the content to appear to search engines as though it now belongs to DOMAIN B. Weird situation. I know. I've run around in circles trying to figure out the best course of action. What do you think is the best way of going about this? Do I simply point DOMAIN A's canonical tags to the copied content on DOMAIN B and call it good? Should I ask sites that link to DOMAIN A to change their links to DOMAIN B, or start fresh and cut my losses? Should I still file a change of address with GWT, even though I'm not going to 301 redirect anything?

60 countries, 1 website. How to develop this?
I've been asked to rank the website of an international association under the same keywords but in multiple languages (they rank very highly for English speaking countries), however they only have the one website with 1 .com domain. Question: Is the better approach to translate the site in multiple languages and then allow people to select the language they desire? Merging 11 community sites into 1 regional site
I am merging 11 real estate community sites into 1 regional site and don't really know what type of redirect should I use for the homepage?, for instance: www.homepage.com redirect to www.regionalsite.com/community-page Should I 301 this redirect? Disavow tool removed all our links from webmaster tools
We recently used the Google Disavow tool to remove 200 bad links but Google has nearly removed all our links from webmaster tools from over 2000+ we only have 150 now! Has anyone had the same problem? Any advice would be much appreciated. Thanks Paul
