Backlinks and SPAM

I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database).
The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows;
1: For the purpose of SEO is this considered SPAM
2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client.

I wouldn't do that if I were you it really seems like a "gray" to even a "black" hat tactic. It might work for now but in the future, it might create problems that you surely don't want. Mass link building to a certain domain or a chain of domains is not recommended at all.

How i can Reduce Spam score of my website
Hi everyone, I'm reaching out to the community for some advice on improving my website's spam score. I've been using the Moz Spam Score Checker and my website, sngplbill.pk, currently has a score of 7%. While this isn't exceptionally high, I'd like to take steps to bring it down as low as possible, ideally under 1%. One factor I've identified that might be contributing to this score is a number of backlinks pointing to my site has a much higher spam score (over 80%). Backlinks embedded in posts or backlinks in sidebar?
What's better? A backlink to my site, embedded into a blog post/article? Or a hardlink in the sidebar? The problem with links embedded inside articles, is that when the blog linking to me, gets updated, the articles disappear from first page and I lose the link from home page. How do you deal with this? I also read this: "The best link you can get is from a site ranking #1 for the keyword you want to rank for. It would be great to have the #1 site for a desired keyword linking me even if they are a PR 0 site." Is this right? Thx in advance.

PR1 and PR2 backlinks
We're doing some content marketing. I've heard that it is a good idea to target even PR1 and PR2 sites (small DA sites). I'm concerned about these sites disappearing after a few months, as we've found that losing a backlink can sting a bit and be worse than never having it. Though this isn't as big a deal any more. Anyways, can somebody say when a PR1/PR2 backlink would be appropriate to go after? Some of them would be easy and if it's appropriate I'd like to include them. So far they would only pass our standards if they are Above PR0 Look like a white hat, quality site from the outside Have a clean backlink profile Look like they're going to stick around Successful Social Media Accounts a plus What are you guys' criteria for including these sites? Do you gain value from them?

Backlinks From Scraper Sites - Should I Disavow Them?
I'm going through all the links (hopefully) to my website and I've found so many links from site scrapers. For instance: http://www.fzccg.com/cmsteam/dvbbs/boke.asp?zkhod76681.showtopic.148760.html ... which links to my site with anchor text "abercrombie uk How To Change Your Wiper Blades" It is surely not realistic to think that I can contact all the scraper site owners. So what should I do with this kind of links?

Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? Top 20 sites for backlinking
My security jobs website was doing very well in Search engines until the penguin got hold of me. I don't profess to be at pro at SEO however seem to have a knack of getting sites to rank well. I think I made some basic mistakes with the original security jobs website, to many links to soon, so I have started again and will build up slowly the backlinks quality rather than quantity this time. My questions is what are the top 20 or so sites that are good to backlink from?
