Backlinks and SPAM

I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database).
The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows;
1: For the purpose of SEO is this considered SPAM
2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client.

I wouldn't do that if I were you it really seems like a "gray" to even a "black" hat tactic. It might work for now but in the future, it might create problems that you surely don't want. Mass link building to a certain domain or a chain of domains is not recommended at all.

How i can Reduce Spam score of my website
Hi everyone, I'm reaching out to the community for some advice on improving my website's spam score. I've been using the Moz Spam Score Checker and my website, sngplbill.pk, currently has a score of 7%. While this isn't exceptionally high, I'd like to take steps to bring it down as low as possible, ideally under 1%. One factor I've identified that might be contributing to this score is a number of backlinks pointing to my site has a much higher spam score (over 80%). Backlinking Strategy
I am particularly new to the field of SEO and Backlinking and I have recently started my own blog feel free to have a look (https://thehorseradar.com/). What I wanted to find out is how can I achieve a DA of at least 30. What should be my link-building strategy? & what steps should I take first? With an abundance of overwhelming info available online I have gotten really confused about what would work and what would not. Backlinks from subdomain, can it hurt ranking?
I just started doing an SEO audit and noticed I have 40,000 some odd back links from an OLD version of our site that has been moved to a subdomain. The back links are for articles that already exist on our main site. I don't think Google is picking it up as duplicate content because that site isn't being crawled anymore. Could this hurt us SEO wise? I plan on removing the site, but how long after it's been removed should those back links disappear?

Do backlinks which contain parameters pass value
For some of our partners, we use our own tracking string in the url i.e. www.mysite.com/landingpage.html?partner=123456 . This has caused backlinks to be created to our site containing the partner string. I was wondering if these links would pass value to www.mysite.com/landingpage.html and the tracking parameters would be ignored or would Google treat www.mysite.com/landingpage.html?partner=123456 as its own page. If it did treat it as a seperate page, could you reclaim some of it using the canoncial tag?

Homepage Vs. Inner Page Backlink Building?
If I'm trying to rank multiple inner pages, when does strengthening the homepage become more productive than strengthening the inner pages themselves? Is there a strategy to this? For example, maybe you build up a few dozen backlinks to each inner page, and then focus all your efforts on the homepage? Because, from my understanding, strengthening the homepage will go a long way towards helping your inner pages rank. Is that correct?

How important are edu and gov backlinks?
I have heard that edu and gov backlinks are important but how so in a niche area like mine - real estate? Perhaps I am missing the point but I do not see how either type of site would ever backlink to a commercial real estate entity. If these are that important in theory, are they obtainable in practice?
