Does google look at H3 tags?

I've had someone tell me that google doesn't pay attention to H3 tags -- only H1 and H2. I haven't found much online to back this up or discredit it; thought I'd ask the Moz community!

Google does look at h tags to understand the structure of the content on the page better, Googler John Mueller confirmed this several years ago. Therefore it’s good practice to have your H1 as a main page or title of the piece then main subheadings as H2, any further sub-headings needed to divide content under these H3-H6. A lot don’t go to this depth and focus on H1 and multiple H2s achieving good results. When I have taken it further I don’t believe it has made a significant impact on rankings compared to when I haven’t.

My understanding is they do look at H3 tags and valuate them as being higher emphasis than normal paragraph copy, however, they do not have a much "weight" in the on-page algorithm as the H1 or H2s. If having H3s makes sense for your page's content and helps the user better read and understand the content, I say H3s are positive and I would not hesitate to use them.

Google serp pagination issue
We are a local real estate company and have landing pages for different communities and cities around our area that display the most recent listings. For example: www.mysite.com/wa/tumwater is our landing page for the city of Tumwater homes for sale. Google has indexed most of our landing pages, but for whatever reason they are displaying either page 2, 3, 4 etc... instead of page 1. Our Roy, WA landing page is another example. www.mysite.com/wa/roy has recently been showing up on page 1 of Google for "Roy WA homes for sale", but now we are much further down and www.mysite.com/wa/roy?start=80 (page 5) is the only page in the serps. (coincidentally we no longer have 5 pages worth of listings for this city, so this link now redirects to www.mysite.com/wa/roy.) We haven't made any major recent changes to the site. Any help would be much appreciated! *You can see what my site is in the attached image... Google is shortening many of my title tags although they are already quite concise
Hi, Title tags of our website are being truncated by Google even though they can be very short (sometimes < 40 characters) and with very few capital letters. We would like to understand why. Example: Principal component analysis (pca) in abcde - OurBrand shows up as: Principal component analysis (pca) in abcd... - OurBrand where abcde is the name of a very common software (5 characters), and OurBrand is a 6 characters long string (could be used in either lower case or upper case). Even when removing the brackets around pca, truncation still occurs... Any clue why?

Same H1 & H2 Tags
Is it bad to have the same H1 & H2 tag on one page? I found a similar question here on the moz forum but it didn't exactly answer my question. And will adding "about" on the H2 help, or should we avoid duplicate tags completely? Here is a link to the page in question (which will repeat throughout this site.) Thanks in advance!

Why are Google search results different if you are log'd into Google or not?
I get different results when I'm log'd into my Google account associated with my website than if I'm not. The same country is occurring. So how can I rely on the google results I'm seeing? For instance my site is page 1 with the improvements I made based on SEOMOZ if I'm log'd in. Yet I'm not on the first 25 pages if I'm not logged in.

Google Cache is not showing in my page
Hello Everyone, I have issue in my Page, My category page (http://www.bannerbuzz.com/custom-vinyl-banners.html) is regular cached in past, but before sometime it can't show the cached result in SERP and not show in cached result , I have also fetch this link in google web master, but can't get the result, it is showing following message. 404. That’s an error. The requested URL /search?q=cache%3A http%3A//www.bannerbuzz.com/custom-vinyl-banners.html was not found on this server. That’s all we know. My category page rank is 2 and its keyword is on first in google.com, so i am little bit worried about this page cache issue, Can someone please tell me why is this happening? Is this a temporary issue? Help me to solve out this cache issue and once again my page will regularly cache in future. Thanks

Img before or after h1 tag?
I like images to align right at top of content page. img tag before h1 tag looks better on page, but wondering if h1 tag before img tag is preferred by spider. Irrelevant? or possibly matters? thanks for any thoughts.
