Can hidden backlinks ever be ok?

Hi all,
I'm very new to SEO and still learning a lot.
Is it considered a black hat tactic to wrap a link in a DIV tag, with display set to none (hidden div), and what can the repercussions be?
From what I've learnt so far, is that this is a very unethical thing to be doing, and that the site hosting these links can end up being removed from Google/Bing/etc indexes completely. Is this true?
The site hosting these links is a group/parent site for a brand, and each hidden link points to one of the child sites (similar sites, but different companies in different areas).

The separation between black hat and white hat tactics is generally a clear line. The simple question is, does the code exist for the benefit of your site's visitors or solely to manipulate search engines?
DIV tags are used to apply CSS rules to specific pieces of code. If you have a link contained in a DIV and the display set to none, that link would clearly never be seen by the site's visitors. It is apparent the link exists solely to manipulate search engine results, and therefore is a black hat tactic.
When Google and other search engines discover black hat tactics being used on a site, they will take action. The action can be relatively minor such as ignoring the link. The action could be mid-range such as removing the page containing the link from the index. At the extreme end, they can remove the entire site from the index.
Each search engine has their own internal guidelines on how to handle these issues. Some issues are handled automatically via algorithms, while other issues are handled by manual review. There are no published standards on exactly which punishments will be handed out for a given violation. It is simply best to completely avoid anything black hat.

Can't get my site recognised for keyword
My site prettycool.co.uk and primary we sell fascinators, the problem is I can't get the word fascinators to be listed by Google. We are on the 1st page for most colours ie. pink fascinators, blue fascinators etc. but for the term fascinators even if we fetch we are listed for a couple of hours and then disappear. I've checked for keyword stuffing but our site sell fascinators and we need to have this word in our site and other sites have a lot more references to the term and are listed on the 1st or 2nd pages. Is this okay with google if i can access my sub categories from two different path?
My website is url is abcd.com. One of my category url is abcd.com/mobile.aspx. Which contains 5 sub categories :- samung Mobile 2) Nokia Mobile 3) Sony Mobile 4) HTC Mobile 5) Blackberry Mobile Now if i go in to HTC Mobile sub categories i.e. abcd.com/htcmobile.aspx here i will see all the product related to HTC Mobile. But at below of all product i will find all sub categories that is samsung mobile, nokia mobile, sony mobile and blackberry mobile. So i want to task is this okay? Google will not count these categories as duplicate that is i can access all 4 categories i.e. samsung, nokia, sony and blackberry from here 1) abcd.com/mobile.aspx and 2) abcd.com/htcmobile.aspx Thanks! My website backlinks decreased month over month for 3 campaigns what is the reason?
My link metrics have decreased for several campaigns, loss of links range from 500-1500. Why is that ? Is there a new update or something that would cause this issue? I find it weird that three separate campaigns would decrease in external links when we have not done anything to remove links on our end.

The search query 'nha' (on google.nl) returns the main page with a meta description that looks like a random grab from the code by Google itself, starting with 'Ik volg een cursus bij de NHA...' The search query 'nha.nl' (on google.nl) returns the main page with the proper meta description, starting with 'Aanbieder van thuisstudies met onder meer MBO-opleidingen...'. So yeah, I'd like to have the main page only appear with the proper meta description, the latter one. We did have a redirect issue (duplicate homepages) a few weeks ago and programming fixed it. Mobile and hidden content - Any issue for SEO?
In reference to mobile - am I walking a fine SEO line when it comes to hidden content on mobile? On the responsive variations of sites we are working on some content is hidden (that displays on the desktop version of the site) so that pages on mobile can display correctly. Is this negative for SEO? Appreciate any feedback Cheers.

Can we use our existing site content on new site?
We added 1000s of pages unique content on our site and soon after google release penguin and we loose our ranking for major keywords and after months of efforts we decided to start a new site. If we use all the existing site content on new domain does google going to penalized the site for duplicate content or it will be treated as unique? Thanks

UK and US subdomain. Can both rank for some keyword terms?
One of my clients has one root domain http://www.website.com and there are two versions, the US and the UK. So there are two subdomains uk.website.com and us.website.com. Both subdomains contain similar content/landing pages and are going after the same keywords. One site is supposedly crawled by UK crawlers but still shows up in US-based SERPS. Will Google take into account that both subdomains are going for the same keyword terms and only rank one of them? How is this kind of thing handled?

Free Blogs Backlinks
Hello I have a very basic question, hope you people don't mind answering this. I plan to create a 10 blogs with keyword specific domain name, where in footer i can place back-link pointing to my website and thought to run on C-Class IP's which will cost me of-course.
