When link building, is it acceptable to link with a site that has high authority but has minimal relevancy to our site? - If you are being offered a link from a high authority site from a good industry - take it. You have already done all the work and Google is not great at discounting non-relevant links.
Also, if we are publishing articles on other sites, should we also publish them on our own site? Should we add "nofollow" if we publish them in our site? - My recommendation is publish great articles on your site first and foremost. And I would not distribute them. Why give others great content? If you are doing article distribution for links, then send out your "not so great" articles and link back to your appropriate webpages.

I agree with the others, this is NOT an approach I would recommend. I have been doing link building and SEO for 10+ years. Trust me you might see some short term benefits, but this approach is not a long term strategy.
Since you said "I know it's hard work" - you seem to be willing to put in the effort to do it right. I would recommend creating 2 or 3 really valuable pieces of content for your website. Then promote that content through bloggers, forums, press releases and all sorts of social media. You might be surprised at the quantity and quality links this may attract. It takes an act of faith, but if the content is good, the links will come.
Then create a couple anchor text links from your content to the appropriate pages on your website.
Give it a try. You might just get hooked on building link attraction to your website.
